Why Juneau cannot apostille your FBI background check

Alaska has no Secretary of State. Apostilles are issued by the Office of the Lieutenant Governor, through its authentications staff at 240 Main Street in Juneau. That office certifies Alaska notarized documents and official Alaska records for use abroad.

An FBI Identity History Summary is neither of those. It is a federal record signed by an FBI official, and federal documents are apostilled by the U.S. Department of State Office of Authentications in Washington, DC. Sending the FBI report to Juneau only adds mailing time.

Two things Alaska clients should know:

  • An Alaska DPS background check covers Alaska records only. The Department of Public Safety’s Criminal Records and Identification Bureau offers name-based and fingerprint-based checks, and its own FAQ says the bureau “will check Alaska records only.” It does not replace an FBI check when a consulate asks for a federal or national record.
  • Looking for the Secretary of State wastes time. People used to other states search for an office that does not exist here. State documents go to the Lieutenant Governor in Juneau. FBI documents go to Washington.

How it works from Alaska

  1. Fingerprints where you live. Have an ink FD-1164 card rolled by a police department or fingerprinting vendor, or register on the FBI’s eDO site and submit electronic prints at a participating U.S. Post Office. You then request the FBI Identity History Summary and pay the FBI’s $18 fee.
  2. The FBI result arrives as a PDF. It shows the FBI watermark and a division official’s signature.
  3. Email the PDF to us. No paper leaves Alaska at this stage. We compare the name and date of birth with your passport, so include the passport photo page.
  4. Washington, DC. We complete Form DS-4194 and our Herndon, Virginia office hand-carries the file to the Office of Authentications. The FBI result needs no DOJ certification and goes straight to the Department of State.
  5. Return. FedEx to your Alaska address, or FedEx or DHL directly to your address abroad.

No. The Office of the Lieutenant Governor in Juneau authenticates Alaska notarized documents and state records. An FBI background check is a federal document and is apostilled by the U.S. Department of State in Washington, DC.

How fast is an expedited FBI apostille in Alaska?

Will an Alaska Department of Public Safety background check work instead?
