Getting a foreign document recognised inside the UAE
Whether you’re relocating for work, enrolling in a university, sponsoring family, registering a marriage, or setting up a company in Dubai or Abu Dhabi, UAE authorities will only accept documents that have completed the correct legalisation chain. Because the UAE has not signed the 1961 Hague Apostille Convention, a state-issued apostille certificate the kind accepted in over 125 member countries carries no legal weight there on its own.
Instead, UAE government bodies, employers, schools, and banks require documents to pass through consular legalisation: authentication in your home state, certification by the U.S. Department of State, attestation by the UAE Embassy in Washington, D.C., and a final stamp from the UAE Ministry of Foreign Affairs and International Cooperation (MOFAIC) once the document reaches the Emirates.

HOW IT WORKS

Unlike an apostille, UAE-bound documents pass through five distinct authorities before they’re accepted. We manage the handoffs between each one.
Notarize & certify
Your document is notarized (if required) or obtained as a certified copy from the issuing agency vital records office, court, or university registrar.
State authentication
The County Clerk (where applicable) and Secretary of State authenticate the notary’s or official’s signature and seal.
U.S. Dept. of State
Federal documents, and most personal and educational records, are authenticated by the Office of Authentications in Washington, D.C.
UAE Embassy attestation
The Embassy of the United Arab Emirates in Washington, D.C. attests the document, confirming it’s ready for use in the Emirates.
UAE MOFAIC stamp
Once in the UAE, the Ministry of Foreign Affairs and International Cooperation applies the final attestation, completing the chain.

No. The UAE has not joined the Hague Apostille Convention, so a state or federal apostille alone will not be accepted by UAE authorities. Documents need to go through the full attestation chain: state authentication, U.S. Department of State authentication, UAE Embassy attestation, and UAE MOFAIC attestation once the document is in the Emirates.
Many UAE authorities require a certified Arabic translation attached to the attested document, particularly for court filings, marriage registration, and some employment and licensing processes. We’ll confirm whether your specific document and destination authority requires translation.
Timing depends on your state’s processing speed, U.S. Department of State volume, and UAE Embassy turnaround (a minimum of three business days once received). Most personal documents complete the U.S.-side steps in two to four weeks; corporate documents can take longer depending on the state of formation.
The final MOFAIC attestation must be completed inside the UAE. If you’re not yet in the country, we coordinate this step through our UAE-based partner network on your behalf, or your sponsor/employer can complete it once the document arrives.
Older educational documents can still be attested, but some UAE authorities require the issuing institution to verify the record directly before the state authentication step. We’ll flag this during document review.
