Most countries we work with are Hague Convention members, where a single apostille certificate is enough. Iraq is not an apostille alone will be rejected by Iraqi authorities.
What won't work
A standard apostille from your Secretary of State. Iraqi ministries, courts, and employers do not recognize the apostille certificate on its own it has to go further.
What Iraq requires
Full consular legalization: notarization and state certification where applicable, authentication by the U.S. Department of State, and a final legalization stamp from the Iraqi Embassy or Consulate with jurisdiction over your state.

No. Iraq is not a member of the Hague Apostille Convention, so an apostille alone will not be accepted. Documents must go through full embassy legalization instead.
