Why an Oregon apostille will not work for an FBI background check
This is the mistake we see most from Oregon clients. The Oregon Secretary of State in Salem apostilles Oregon documents only: birth and marriage certificates, Oregon court records, and documents notarized by an Oregon notary. An FBI background check is a federal document, so Salem cannot apostille it. Only the U.S. Department of State Office of Authentications in Washington, DC can.
Two more points that trip people up:
- An Oregon State Police record check is not an FBI check. It covers Oregon records only. If the consulate asked for an FBI or “federal” background check, the state check will be refused.
- The FBI does not expedite. The speed comes from submitting fingerprints electronically and from how the apostille request reaches Washington, which is the part we manage.

How expedited FBI apostille works from Oregon
- Fingerprints in the Portland metro. Book Live Scan fingerprinting at our Hillsboro office (9620 NE Tanasbourne Dr, Suite 300) or Lake Oswego office (5 Centerpointe Dr, Suite 400). Outside the metro, we take an ink FD-1164 fingerprint card from any Oregon law enforcement agency or fingerprinting vendor.
- FBI Identity History Summary. Fingerprints go to the FBI electronically. You receive the result as a PDF carrying the FBI watermark and a division official’s signature.
- Document review. We check the name, date of birth and signature block against your passport before anything goes to Washington. A mismatch here is the most common reason for rejection.
- Federal apostille in Washington, DC. We prepare Form DS-4194 and our Herndon, Virginia office hand-carries your request to the Office of Authentications. Your document skips the mail-in queue, and no DOJ certification step is needed: the FBI result goes straight to the Department of State.
- Return to Oregon or straight overseas. Pick up in Hillsboro or Lake Oswego, or we ship by FedEx to your Oregon address or your destination country.

Why Oregonians need an apostilled FBI check
These are the countries our Oregon clients apostille FBI checks for most often:
| Country | Typical reason |
|---|---|
| Spain | Non-lucrative, digital nomad, student and teaching-assistant visas |
| South Korea | E-2 English teaching visa |
| Japan | Work and instructor visas |
| China | Z work visa and residence permit |
| Mexico | Temporary and permanent residency |
| Panama | Pensionado and Friendly Nations residency |
| Italy | Elective residency and citizenship by descent |
| India | OCI card, employment and long-stay applications |
| Australia | Skilled, partner and work visas |
We also prepare FBI apostilles for Portugal, Costa Rica, Colombia, the Netherlands, Germany, France, Brazil, the Philippines and Vietnam. For countries outside the Hague Apostille Convention, such as the United Arab Emirates and Thailand, we handle U.S. Department of State authentication and embassy legalization instead.
Other common reasons include international adoption, marriage abroad and dual citizenship applications.
Most destination countries require the FBI check to be issued within the last 3 to 6 months, so order fingerprints close to your application date. Need it in another language? certified translation can be added to the same order.
FAQ
Can the Oregon Secretary of State apostille my FBI background check?
No. The Oregon Secretary of State only authenticates Oregon-issued and Oregon-notarized documents. FBI background checks are federal and must be apostilled by the U.S. Department of State in Washington, DC.
How fast can I get an FBI apostille in Oregon?
Our expedited service takes 10 business days once we have your FBI result, because our Herndon, Virginia office hand-carries it to the Department of State. Mailing it yourself takes about five weeks of processing plus shipping time.
Where can I get fingerprinted for an FBI check in Portland?
In Portland itself we are mobile only: we come to you. You can also book an appointment at our Hillsboro or Lake Oswego offices. Call (971) 514-3743.
I live in Bend, Eugene or Medford. Do I have to come to Portland?
No. Get an ink fingerprint card locally and mail it to us, or email the FBI result if you already have it. The apostilled document is shipped back to you.
Is an Oregon State Police background check accepted instead?
Only if the foreign authority asked for a state-level check. If the request says FBI or federal, an Oregon State Police check will be rejected.
