Why Hartford cannot apostille your FBI background check

Connecticut apostilles are issued by the Office of the Secretary of the State, Authentications and Apostilles Unit, at 165 Capitol Avenue in Hartford. The unit authenticates the signatures of Connecticut officials: notaries public, town clerks, local registrars of vital statistics, clerks of the Superior and Probate Courts, commissioners of state agencies and justices of the peace.

The Secretary of the State lists documents issued by the federal government among those it cannot authenticate and says they must be submitted to the U.S. State Department. An FBI Identity History Summary is a federal document, so the competent office is the Department of State Office of Authentications in Washington, DC.

Two mistakes we see from Connecticut clients:

  • A State Police Letter of Good Conduct is not an FBI check. The State Police Bureau of Identification in Middletown issues this letter for visa, immigration and foreign adoption use, based on a full set of fingerprints. It reports Connecticut records. Because it is a notarized state document, the Secretary of the State can apostille it, which is why people assume it will do. A consulate that asked for an FBI, federal or national check will not accept it in place of one.
  • Ordering the wrong State Police record. The Bureau’s standard criminal history record check (form DPS-0846-C) is marked by the Bureau as not for visas, foreign adoption or immigration. It does not replace an FBI check either.

For Connecticut birth certificates, marriage records or notarized documents, see state apostille services.

How it works from Connecticut

  1. Get fingerprinted near home. Either have an ink FD-1164 card rolled at a police department or fingerprinting vendor, or register on the FBI’s eDO site and give electronic prints at a participating U.S. Post Office. Then request your FBI Identity History Summary. The FBI fee is $18.
  2. Receive the FBI result. It arrives as a PDF carrying the FBI watermark and the signature of a division official.
  3. Email us the PDF. We check the name and date of birth against your passport before anything is filed, so send the passport photo page too.
  4. Hand delivery in Washington. We prepare Form DS-4194 and our Herndon, Virginia office carries the request to the Office of Authentications. There is no DOJ certification step. The FBI result goes straight to the Department of State.
  5. Return shipping. FedEx to your Connecticut address, or FedEx or DHL directly to an address overseas.

Apostille Authentications has no office in Connecticut and does not take fingerprints there. Our work starts when your FBI PDF reaches us.

Where we serve Connecticut clients

The whole state, by email and FedEx. That includes Bridgeport, Stamford, Norwalk and Greenwich in Fairfield County, New Haven and Waterbury, Hartford and West Hartford, Danbury in the west, and New London on the shoreline. Nothing happens in person, so the turnaround is the same in Danbury as it is a short walk from the Capitol.

Why Connecticut residents need an apostilled FBI check

Common destinations for our Connecticut clients include Italy, mainly for citizenship by descent and residency files, and Spain and Portugal for residency and retirement visas. South Korea and Japan require an apostilled FBI check for teaching and work visas, which brings requests from recent graduates in New Haven and Storrs. Corporate transfers out of Fairfield County and the Hartford area account for Germany, the Netherlands and France, and India and Brazil come up with employment and family visa files.

Where the receiving country does not work in English, expect to supply a translation. Certified translation can be added to the same order. Many authorities only accept an FBI check issued within the past 3 to 6 months, so plan the fingerprinting date around your application.

Our FBI apostille services page covers the federal process in full.

FAQ

Can the Connecticut Secretary of the State apostille an FBI background check?

No. The Authentications and Apostilles Unit in Hartford authenticates signatures of Connecticut officials and notaries. It states that federal government documents must go to the U.S. State Department.

How fast is an expedited FBI apostille in Connecticut?

10 business days, counted from the day we have your FBI result. Standard service takes 7–8 weeks.

Is a Connecticut State Police Letter of Good Conduct enough?

Only if the foreign authority asked for a state-level check. The letter comes from the State Police Bureau of Identification in Middletown and reports Connecticut records. When the request says FBI, federal or national, you need the FBI Identity History Summary.

I live in Stamford or New Haven. Do I have to go to Hartford?

No. Hartford has no role in an FBI apostille, and we have no Connecticut office. You email the FBI PDF and the apostille comes back by FedEx.

Can you send the apostille straight to my address abroad?

Yes. We ship by FedEx or DHL to an overseas address if you have already left Connecticut.
