Why Providence cannot apostille your FBI background check

In Rhode Island, apostilles are issued by the Rhode Island Department of State at its Business Services Division on West River Street in Providence. That office handles documents issued by a Rhode Island official or certified by a Rhode Island notary public, such as Department of Health vital records, court documents and notarized papers. An FBI Identity History Summary is issued by a federal agency, so Providence has no authority over it. Only the U.S. Department of State Office of Authentications in Washington, DC can apostille it.

Two points that trip up Rhode Island applicants:

  • A BCI check from Cranston is not the FBI document you need. The Attorney General’s Bureau of Criminal Identification on Howard Avenue issues a state background check that reflects Rhode Island criminal records only. It also runs fingerprint-based national checks, but those are processed for employment and licensing and the results go back through the Attorney General’s office. Neither one is the FBI Identity History Summary that you request yourself and that the Department of State apostilles.
  • Notarizing the FBI result leads to the wrong apostille. If a Rhode Island notary signs a statement attached to your FBI report, the Department of State in Providence can only certify the notary. A consulate that asked for a federally apostilled FBI check will usually turn that down.

How it works from Rhode Island

We have no office in Rhode Island. This is a mail-in service handled by email, phone and courier.

  1. Fingerprints. Have an ink FD-1164 card rolled by your city or town police department or a private fingerprinting vendor. Many departments serve their own residents only and keep limited hours, so call ahead. Alternatively, begin your request on the FBI’s eDO site and see whether a participating U.S. Post Office near you takes electronic prints.
  2. FBI Identity History Summary. Send your request to the FBI with the $18 FBI fee. The result arrives as a PDF with the FBI watermark and the signature of a division official.
  3. Email and review. Forward the PDF to us. We check your name and date of birth against your passport, which matters for clients whose surnames are spelled differently on older family records.
  4. Federal apostille. We fill in Form DS-4194 and our Herndon, Virginia office hand-carries your request to the Office of Authentications. No DOJ certification is involved. The FBI result goes directly to the Department of State.
  5. Return. FedEx to your Rhode Island address, or straight to a consulate, lawyer or relative overseas. DHL is also available.

Where we serve Rhode Island clients

By email and FedEx, statewide: Providence, Cranston, Warwick, Pawtucket, East Providence, Woonsocket, Newport and Westerly.

Rhode Island is small enough that a drive to West River Street feels like the obvious answer for any apostille. For state documents it is. For an FBI check it is a wasted trip, because the document has to be presented in Washington. Our Herndon office is a short drive from the Department of State, which is how we keep the turnaround to 10 business days without you sending anything by post.

Why Rhode Islanders need an apostilled FBI check

Common destinations for our Rhode Island clients are Italy and Portugal, both for citizenship and residency applications tied to family roots in the state. Spain follows for non-lucrative and digital nomad visas, and Colombia, Brazil and Mexico for residency and marriage paperwork. Graduates of Providence’s universities often need the document for teaching jobs in South Korea and Japan.

Italy, Portugal, Spain and Brazil will expect a translation into their own language. Certified translation can be ordered together with the apostille. Consulates generally want an FBI check dated within the last 3 to 6 months, so time your request around your appointment. Read more on our FBI apostille services page.

FAQ

Can the Rhode Island Department of State apostille an FBI background check?

No. The Department of State in Providence apostilles documents issued by Rhode Island officials or certified by Rhode Island notaries. An FBI background check is federal and can only be apostilled by the U.S. Department of State in Washington, DC.

How fast is an expedited FBI apostille for Rhode Island residents?

10 business days from the day you email us your FBI result. Standard processing takes 7–8 weeks.

Will a BCI background check from the Rhode Island Attorney General work instead?

Only if you were asked for a state check. The BCI state report from Cranston covers Rhode Island records only. If the consulate says FBI, federal or national, you need the FBI Identity History Summary with a federal apostille.

Do I need to bring my documents to an office in Providence?

No. We do not have a Rhode Island office. You email the FBI PDF, our Herndon, Virginia office presents it at the Department of State, and we ship the apostille back by FedEx.

Do I need a translation for Italy or Portugal?

Usually yes. Italian and Portuguese authorities generally ask for the apostilled FBI check with a translation, which we can prepare in the same order.
