Why Lincoln cannot apostille your FBI background check
In Nebraska, apostilles and authentications are handled by the Secretary of State’s Notary Division at 1201 N Street in Lincoln. The division certifies documents issued by Nebraska officials. Its list includes birth and death certificates, marriage licenses, divorce decrees, school transcripts and diplomas, overseas adoption paperwork, business documents and powers of attorney.
An FBI Identity History Summary is not issued by a Nebraska official. It is a federal record, signed by an FBI division official, and the authority that apostilles federal records is the U.S. Department of State Office of Authentications in Washington, DC.
Two mix-ups we hear about from Nebraska clients:
- A Nebraska State Patrol record is not an FBI check. The Patrol’s Criminal Identification Division in Lincoln provides a name-based criminal history report. It reflects Nebraska arrests where the person was fingerprinted, and the Patrol states plainly that arrests in other states will not appear on a Nebraska criminal history. A foreign authority asking for a federal or national check wants the FBI document.
- A notary stamp does not turn the FBI report into a Nebraska document. The Notary Division can certify a Nebraska notary’s signature, but that certificate speaks to the notary and not to the FBI record. Consulates expecting a federal apostille tend to return it.
For Nebraska vital records, diplomas or notarized papers, see state apostille services.
How it works from Nebraska
- Fingerprints, locally. You can have an ink FD-1164 card rolled at a police department, sheriff’s office or private fingerprinting vendor. The other route is electronic: register on the FBI’s eDO site and visit a participating U.S. Post Office. Either way you are requesting the FBI Identity History Summary, and the FBI charges $18.
- The FBI result. It arrives as a PDF with the FBI watermark and a division official’s signature.
- Email it to us. Include your passport photo page. We check that the name and date of birth agree on both documents before filing.
- Washington, DC. We complete Form DS-4194, and staff from our Herndon, Virginia office take the request to the Department of State Office of Authentications in person. FBI results are not certified by the DOJ first. They go directly to the Department of State.
- Delivery. FedEx to any address in Nebraska, or FedEx or DHL to you overseas.
Apostille Authentications does not have a Nebraska office and does not fingerprint anyone in the state. We take over when your FBI PDF is in hand.

Where we serve Nebraska clients
From the Missouri River to the Panhandle. Most requests come from Omaha, Lincoln and Bellevue, with others from Grand Island, Kearney and Hastings along the Platte, Fremont and Norfolk in the northeast, and North Platte and Scottsbluff out west. Because the service is remote, a client in Scottsbluff is on the same 10 business day schedule as one in downtown Omaha.
Why Nebraskans need an apostilled FBI check
Common destinations for our Nebraska clients include South Korea, Japan and China for teaching and employment visas, and Spain and Italy for study, residency and citizenship files. Mexico and Panama require it for temporary and permanent residency. India and the Philippines come up with family and employment visas, and Germany with work and residence permits.
If the destination country does not work in English, expect to submit a translation alongside the apostille. We offer certified translation as part of the same order. Keep the date in mind too. Many immigration offices want an FBI check issued in the past 3 to 6 months.

FAQ
Can the Nebraska Secretary of State apostille an FBI background check?
No. The Notary Division in Lincoln certifies documents issued by Nebraska officials. An FBI background check is a federal document, and it is apostilled by the U.S. Department of State in Washington, DC.
How fast is an expedited FBI apostille in Nebraska?
10 business days after we have your FBI result. Standard service runs 7–8 weeks.
Is a Nebraska State Patrol criminal history report accepted instead?
Not when the request is for an FBI check. The State Patrol report reflects Nebraska arrests, and arrests from other states do not appear on it. It only helps if the foreign authority asked for a state-level record.
I am in Omaha. Do I need to bring anything to Lincoln?
No. An FBI apostille does not pass through Lincoln at all, and we have no Nebraska office. The FBI PDF goes to us by email and the apostille returns by FedEx.
Do I mail you the original FBI report?
The FBI sends its result as a PDF, so you email that file to us along with your passport photo page. We review both before the request is filed.
