Portland offices that issue the records you may need translated

Translations for Multnomah County Circuit Court

The Multnomah County Circuit Court, Fourth Judicial District, sits at the central courthouse at 1200 SW 1st Ave, Portland, OR 97204, with other locations including the Justice Center at 1120 SW Third Avenue. The court arranges spoken interpreters through Court Language Access Services, and its local page asks for interpreter requests no later than four judicial days before the proceeding.

Interpreters do not translate paperwork. Oregon Judicial Department guidelines say court filings must be in English and that the parties supply the English translation of any non-English item, with a translator’s statement that it is accurate. If you are filing a foreign divorce decree, custody order or birth record in a Portland case, have the written translation ready before the filing date.

Immigration filings from Portland

USCIS lists a Portland field office and a Portland Application Support Center on its website. Whichever office handles your case, the translation rule is federal: 8 CFR 103.2(b)(3) requires a full English translation that the translator has certified as complete and accurate, plus the translator’s certification of competence in the language. Birth, marriage, divorce, police and military records are the documents Portland customers send us most for this purpose. We prepare the certificate to that wording. USCIS alone decides whether a filing is accepted.

Portland State University and translated transcripts

Portland State University publishes one of the more specific translation policies in the state. For international admissions it requires an exact, precise English translation prepared by the issuing institution or a professional translator. It says it will not accept a translation done by you, your friends or your family. It also states that notarized documents and credential evaluations from services such as WES or ECE do not take the place of a certified translation, and that transcripts attested by third parties do not count as official documents.

In practice that means two separate things go to PSU: the official record from your school, and a professional English translation of it. We provide the second. Check PSU’s country pages for how the school record itself must be sealed and sent.

Consulates and languages in Portland

The Oregon Blue Book lists two career consular posts in Portland: the Consulate of Mexico and the Consular Office of Japan at 1300 SW Fifth Ave, Suite 2700, Portland, OR 97201. Japan’s office states that it serves Oregon and southern Idaho, with a consular counter open Monday to Friday 9:30 to 11:30 a.m. and 1:00 to 4:30 p.m. The Blue Book also lists honorary consuls with Portland addresses for Denmark, Finland, France, Lithuania, Malaysia, Romania, Thailand and the United Kingdom. Each consulate sets its own rules on translations and legalization, so ask the one you are dealing with what format it expects before ordering.

Census Bureau QuickFacts puts Portland’s population at 635,109 (July 2025). In 2020 to 2024, 17.5% of residents age 5 and older spoke a language other than English at home, above the statewide 15.2%, and 12.4% were born outside the United States. Multnomah County is one of five counties that together hold more than 75% of Oregon’s residents with limited English proficiency, according to the Oregon Judicial Department. Spanish, Russian, Vietnamese, Chinese and Arabic are among the languages we are asked for most.

Getting an Oregon apostille from Portland

Oregon apostilles are issued in one place: the Secretary of State’s Corporation Division at 255 Capitol St. NE, Suite 151, Salem, OR 97310. From Portland that means a drive south on Interstate 5 to the walk-in counter, open Monday to Friday 8 a.m. to 5 p.m., or sending the documents by mail. The state fee is $10 per apostille and it needs the original notarized document. A translation must be notarized first.

If you would rather not make the trip, our handling fee is $195 plus $20 for each additional document, completed next day or within 5 business days.
