What Central Oregon Community College asks for

COCC’s rules for international transfer credit have two steps, and translation is the first. If your transcripts are in a language other than English, the college says they must be translated. The translated record then goes to a credential evaluation service that is a member of the National Association of Credential Evaluation Services (NACES).

You ask that service to send COCC’s Admissions and Records office both your official transcript and a detailed course-by-course evaluation with course descriptions. COCC notes that the evaluation services charge their own fees. The college does not name a required translator, so check with the evaluation service you choose about the translation format it accepts.

What OSU-Cascades asks for

OSU-Cascades takes a different approach from COCC. Its admission requirements say that when documents are not issued in English, applicants must provide both the original native language documents and certified English translations. The campus does not accept WES evaluations, because Oregon State’s international admissions staff review foreign records themselves. It also warns that this review can add about 2 weeks to normal processing, so translate early.

Oregon State’s document policy adds that it accepts literal, not interpretative, English translations from any qualified translator, and that records attested by individual professors or outside notaries public are not accepted as official academic records. Applicants who need a visa apply through the Office of International Admissions.

How Bend compares on language

Census Bureau QuickFacts, drawing on the 2020 to 2024 American Community Survey, shows 7.3 percent of residents age 5 and over speaking a language other than English at home and 4.8 percent born abroad. Census Reporter puts the foreign-born share for Deschutes County at about 4.2 percent.

Every Oregon apostille is issued at one place: the Secretary of State’s Corporation Division at 255 Capitol St. NE, Suite 151, in Salem. From Bend that means crossing the Cascade Range and back for a counter that is open only on weekdays from 8 a.m. to 5 p.m., so most Central Oregon customers use mail or a courier instead of walking in.

Whichever way the papers travel, the state’s conditions are the same. The Secretary of State will not translate anything. Your translation must be notarized first, the state needs the original notarized document and not a photocopy, and it charges $10 per apostille. The same certificate form is used whether the destination country calls it an apostille or an authentication.
