Immigration filings follow 8 CFR 103.2(b)(3): a foreign language document must be submitted with a full English translation, and the translator must certify that the translation is complete and accurate and that he or she is competent to translate. Its international student page adds that a high school diploma or transcript must be translated into English by an official translating service.
