Arkansas apostilles are issued only by the Secretary of State, and its Business and Commercial Services office sits in the Victory Building at 1401 W. Capitol Avenue, Suite 250. The request form lets you choose to pick up your documents instead of having them mailed back, which is practical when you already live in the city. The Elections Division at the State Capitol handles papers bearing an elected official’s seal, such as marriage licenses and divorce decrees.

Route to an Arkansas apostille from Little Rock

  • 1. Get the right copy. For a birth, death, marriage or divorce record, obtain a certified copy from the Department of Health. For a court order or marriage license, get a certified copy from the clerk at 401 West Markham.
  • 2. Add the translation if needed. The Secretary of State requires an English translation of the entire document when the original is in a foreign language, with the translator’s signature notarized.
  • 3. Complete the request form. Use the Apostille/Certificate of Authentication Request Form and name the destination country.
  • 4. Pay and submit. The fee is $10 per apostille or $5 per certification. Submit in person or by mail. The office states a goal of 24 to 48 hours from receipt.

State and county vital records offices in the city

The Arkansas Department of Health Vital Records office is at 4815 West Markham Street, across from War Memorial Stadium. It is open Monday to Friday, 8 a.m. to 5 p.m., and offers same-day birth certificates to walk-in customers who arrive by 4 p.m. with the required documents. A first copy of a birth certificate costs $12 and each additional copy in the same order costs $10. Marriage records cost $10 per copy.

Courts, schools and the Mexican consulate

  • Circuit courts. Pulaski County lists 17 circuit court divisions, most at 401 West Markham and two at 3001 West Roosevelt.
  • District court. The Little Rock criminal district court is at 600 West Markham Street.
  • Federal court. The Eastern District of Arkansas sits in the Richard Sheppard Arnold United States Courthouse, 500 West Capitol Avenue.
  • Interpreters and translations. The Administrative Office of the Courts, 625 Marshall Street, runs Court Interpreter Services and certifies court interpreters. It does not translate evidentiary documents for parties.
