University of Delaware rules on translated transcripts
The University of Delaware publishes different requirements for graduate and undergraduate applicants, so read the one for your program.
- Graduate College. International transcripts and documents must be translated into English either by the issuing institution or by a translator certified by the American Translators Association. Every international transcript must be accompanied by a degree certificate showing the title earned and the date awarded.
- Graduate application stage. Applicants upload unofficial transcripts when applying. Final official transcripts are requested after admission.
- Undergraduate admissions. Official transcripts or examination results are required for all secondary and post-secondary work. Electronic documents are accepted for the admission decision, but official sealed transcripts are required before enrollment.
- International transfer applicants. Applicants who attended a college or university outside the United States must provide a credential evaluation from the International Education Research Foundation. The university states that World Education Services evaluations are no longer accepted.
What that means when you order a transcript translation
Because the Graduate College names two acceptable sources for a translation, tell us that your documents are for the University of Delaware when you ask for a quote, and confirm with the admissions office that the translation you plan to submit meets its wording. We do not promise acceptance by any school or agency. A credential evaluation is a separate service from translation, and we do not provide it.
Vital Statistics office on Chapman Road
Newark has the only Office of Vital Statistics location in New Castle County. It is at 258 Chapman Road, Newark, DE 19702, phone 302-283-7130, and it is open Monday to Friday from 8:00 a.m. to 4:00 p.m. except holidays. You can request certified birth, death and marriage certificates there in person. The CDC’s vital records directory lists the Delaware fee as $25 per certified copy and says photo identification is required.
A certified copy from this office is the version to use for an apostille. Delaware notaries may not attest to copies of official or public records, so a photocopy of a birth certificate cannot be notarized as a substitute.

Apostille route from Newark, DE
Delaware apostilles are issued in Dover by the Secretary of State’s Division of Corporations, John G. Townsend Building, 401 Federal Street, Suite 4, Dover, DE 19901. From Newark you can mail the documents with a cover memo that gives the purpose and the destination country, or call (302) 739-3077 to arrange hand delivery. The Division charges $30 for any personal documents presented at the same time and $30 per document for commercial use. It lists no expedited fees for private items such as school transcripts, death certificates and adoption papers.
For a document in a foreign language, the Division requires an English translation and requires both versions to be notarized. It does not accept notarizations from other states or remote and electronic notarizations, and it does not apostille documents issued by a foreign country. A Delaware notary may charge at most $5 per notarial act. Our translator’s statement can be notarized, though not by a Delaware notary, so ask us about the right route for your destination country before ordering. We also help with apostilles.
Newark population facts
