University of Georgia rules on translated transcripts
The University of Georgia is the reason many Athens translation requests exist, and its offices publish different rules.
The UGA Graduate School says it does not accept evaluation reports from external evaluation agencies. It wants academic records with certified translations instead, and its page sets out conditions: the translator must be authorized to translate the original language to English, translations must be word-for-word, an original stamp and signature of the translator are required, and photocopied or faxed translations are not accepted. The issuing institution may also provide its own translation bearing its original stamp. Because of the original stamp and signature requirement, ask for a mailed paper copy and confirm with the Graduate School that a translation from us meets its definition of an authorized translator before you order.
UGA undergraduate admissions asks international applicants for final, English-translated transcripts from each school. The School of Law’s LL.M. checklist, filed through LSAC, includes official transcripts with English translations.

For USCIS, the governing text is 8 CFR 103.2(b)(3): foreign-language documents need a full English translation, a translator’s certification that it is complete and accurate, and a certification that the translator is competent in the language pair. The U.S. District Court for the Middle District of Georgia, Athens Division, is at 115 East Hancock Avenue, Athens, Georgia 30601. County courts are administered from the courthouse complex on East Washington Street, and Athens-Clarke County’s court administration office lists translation services among the support functions it coordinates for the courts.

Apostilles on Georgia documents are issued in Atlanta by the Georgia Superior Court Clerks’ Cooperative Authority (GSCCCA), 1875 Century Blvd., Suite 100, Atlanta, GA 30345. The fee is $3.00 per document. The Secretary of State does not issue them.
Athens residents can mail a request, enclosing a cover letter with the destination country and a prepaid return envelope or FedEx or UPS airbill, and expect normal processing of one to two business days at the office. Or they can use walk-in service on weekdays between 9:00 a.m. and 4:00 p.m.
GSCCCA lists diplomas, transcripts and translations among documents that must be properly notarized under Georgia law before it can apostille them. A translator has to sign an affidavit of language knowledge and of a true and complete translation, and the same person cannot be both translator and notary. It will not apostille out-of-state documents or photocopies that lack a Georgia notarization.
