Brooklyn Park's languages in official data
Census Bureau QuickFacts (2020-2024 American Community Survey) reports that 31.8% of residents age 5 and older speak a language other than English at home and that 25.8% of residents are foreign-born. The July 1, 2025 population estimate is 83,543.
The City of Brooklyn Park’s Limited English Proficiency Plan, citing American Community Survey data, names Spanish (5.3%) and Hmong (5%) as the most common languages other than English, followed by Vietnamese. The city commits to translating its own vital documents into languages spoken by 5% or more of the population, which the plan identifies as Spanish and Hmong. The same plan records that the city’s telephone interpreting calls in 2018-2019 were mostly in Spanish (66%), then Somali (10%), Vietnamese (7%) and Hmong (6%).
Of those languages, Spanish and Vietnamese are among the ones we are asked for most. For Hmong, Somali or any other language, ask us before you order.

North Hennepin Community College: foreign academic records
North Hennepin Community College’s international admissions office is in the Educational Services Building at 7411 85th Avenue North, Brooklyn Park. The college says academic records must be in English or professionally translated, and that you submit both the English version and the original. For transfer credit from a foreign university it asks for a course-by-course evaluation report from a NACES member service such as ECE, WES or SpanTran, and it points out that those agencies are independent of the college.
Brookdale: the nearest county counter and courtroom
Brooklyn Park is in Hennepin County, and the county’s closest full-service location is next door in Brooklyn Center.
- Brookdale Service Center. 6125 Shingle Creek Parkway, Suite 100, Brooklyn Center, MN 55430. Listed by Hennepin County for birth and death certificates, marriage licenses and marriage certificates.
- Brookdale court division. Same building. Hennepin County District Court assigns Brooklyn Park criminal and traffic cases to this suburban division.

What a county birth certificate costs
Hennepin County charges $26 for a certified birth certificate and $19 for each extra copy ordered at the same time. It can issue the certificate for a birth anywhere in Minnesota. The county says requests for certified copies must be notarized, and that in-person applications can be served the same day. A $13 non-certified copy exists but cannot be used for legal purposes, so it is the wrong choice for anything headed to a foreign government.
From Brooklyn Park to a Minnesota apostille
Only the Minnesota Secretary of State issues apostilles for Minnesota documents. The Brookdale counter cannot. Send your request by mail to First National Bank Building, 332 Minnesota Street, Suite N201, Saint Paul, MN 55101, with the Authentication Request Form and a check or money order to MN Secretary of State for $5.00 per apostille. If you would prefer to go in person you must book ahead, because the office turns away walk-ins; appointment slots appear fourteen days in advance and each allows 10 documents at most. Expedited processing is not offered.
Birth, death and marriage records need to be certified copies issued by a county or by the Minnesota Department of Health. A notarized document qualifies only if its notarization is in English, although the body of the document can be in any language, and the Secretary of State’s office does not provide translations. When a translation must be notarized for a Minnesota apostille, we hire a notary commissioned in Minnesota to notarize the translator’s statement. Ask us if you want help with the apostille request.
Rules that apply to immigration paperwork
For USCIS, 8 CFR 103.2(b)(3) requires that a foreign-language document be accompanied by a full English translation, a translator’s certification that it is complete and accurate, and a certification that the translator is competent to translate from the foreign language into English. Each of our certificates states these points. No translator can promise an agency’s decision.
Be careful with anyone advertising as a ‘notario publico’. Minnesota Statutes 358.72 forbids notaries from using that term, and requires non-attorney notaries who advertise to disclose, in each language used, that they are not attorneys and may not give advice on legal matters, including immigration.
