Montana State University and translated academic records

Montana State University’s catalog states that an English translation is required for all non-English academic credentials. For admission purposes it accepts scans or photocopies of academic records, and admitted students must then provide final and official records for all post-secondary coursework.

MSU also reserves the right to require a professional evaluation of non-U.S. credentials from applicants who attended colleges or universities outside the United States and Canada. Course descriptions are required to evaluate transfer credit, so if you want credit for earlier study, plan on translating syllabi or course descriptions as well as the transcript.

Going the other way, the Secretary of State’s apostille page links to the MSU registrar for transcripts that need certification for use abroad.

Driving in Bozeman with a foreign license

MSU’s International Student and Scholar Services tells students that all drivers living in the Bozeman area for more than 60 days must take the driver license exam. It lists what to bring to the appointment: passport, I-20 or DS-2019, I-94 and proof of local address.

State law (MCA 61-5-104) lets a nonresident with a valid license from a home state or country drive a non-commercial vehicle in Montana. The Motor Vehicle Division lists reciprocity agreements with Taiwan and the Republic of Korea that allow a valid license to be transferred without knowledge or skills testing.

The division pages we reviewed do not state a translation rule for foreign licenses or supporting documents. Ask the exam station whether it wants an English translation of yours.

Gallatin County vital records and court files

Marriage licenses, divorce decrees and other court records come from the Clerk of District Court, as the Secretary of State notes for every Montana county. The long-form birth certificate must be requested from the state Office of Vital Records in Helena or from the county of birth.

Courts for Bozeman cases

The Eighteenth Judicial District Court serves Gallatin County. Bozeman also has a Justice Court and a Municipal Court. The federal District of Montana holds court in Billings, Butte, Great Falls, Helena and Missoula; it has no courthouse in Bozeman.

Interpreting in Montana’s state courts falls under Judicial Branch Policy 890, which has the Office of Court Administrator pay for a qualified interpreter in civil and criminal proceedings. Written translations of evidence are not covered by that policy, so check the judge’s or clerk’s expectations first.

Sending a Bozeman document for a Montana apostille

The Secretary of State’s Notary and Certifications Division in Helena is the only office that issues Montana apostilles. Send the request form, the document and $10 per document or notarization to PO Box 202801, Helena, MT 59620-2801, or by FedEx or UPS to 1301 E. 6th Ave, Helena, MT 59601. Expect 3 to 5 business days of normal processing after receipt, plus shipping.

Add a pre-addressed stamped envelope or prepaid label for the return. Cash is not accepted, and same-day counter service at the Capitol requires an appointment made in advance.

The office does not provide translations and certifies the notarization, which must be in English. Where a Montana notarization of the translation is required, we hire a notary who holds a Montana commission to notarize the translator’s statement. Montana notaries cannot certify copies of school transcripts or vital records unless they work for the office that holds them (MCA 1-5-625).
