The Manchester City Clerk’s Vital Records and Genealogy office handles birth, death, marriage and divorce certificates and marriage licenses. For a New Hampshire license, non-US citizens apply by appointment at the Concord DMV, 23 Hazen Drive, not in Manchester. If you hold a license from your home country, the DMV requires the full exam and a driving record from that country, with a notarized translation if it is not in English.

Southern New Hampshire University’s campus is in Manchester. Its international admission page states that all financial documents must either be in English or be accompanied by a certified English translation.
