Immigration filings and the federal translation rule
USCIS applies 8 CFR 103.2(b)(3): a document that contains a foreign language has to be submitted with a full English translation, the translator’s certification that the translation is complete and accurate, and the translator’s certification of competence in both languages.
Our certificate of accuracy is written to cover those points. Acceptance is always decided by the agency that receives the filing, so we do not guarantee it.

The Union County Courthouse at 2 Broad Street is in downtown Elizabeth. Under the New Jersey Judiciary’s Language Access Plan, the Judiciary pays for interpreters in state court proceedings. That plan concerns spoken interpreting, so if you need to hand the court a written document in another language, confirm with the court or your lawyer what kind of translation is expected.

Apostilles for Elizabeth documents: the Trenton route
The apostille authority in New Jersey is the Department of the Treasury’s Division of Revenue and Enterprise Services, located in Trenton.
Start with the Division’s online Apostille/Certification Service. After paying by credit card or e-check you print a confirmation page and send it with the documents to PO Box 628, Trenton, NJ 08625-0628, or drop them off. The published fee is $25 per certificate and $5 for adoption-related apostilles. At the counter, 33 West State Street, 5th Floor, the Division sells two-hour service for an extra $500 and one-hour service for an extra $1,000.
Treasury will only act on a notarized document that bears the original inked signatures of the New Jersey notary and the signer. It recommends a notarized English translation for documents in other languages. If the translation is attached to a vital record, expect two apostilles and two fees.
State instructions say a vital record meant for an apostille should be ordered from the state Office of Vital Statistics and Registry, marking the application for an apostille seal. Check with Treasury before relying on a copy from the Elizabeth registrar.
If your translation needs notarization for New Jersey, we arrange for a notary commissioned in New Jersey to notarize the translator’s statement, and we can help you with the apostille request.
