Rio Rancho is in Sandoval County, not Bernalillo County
Rio Rancho borders Albuquerque, but its county offices are different. Rio Rancho is in Sandoval County, and the county’s clerk and district court are on Idalia Road in the Town of Bernalillo. If you need a certified copy of a county record before it is translated or apostilled, start with the right county: marriage records are held by the clerk of the county that issued the license.
The Census Bureau estimates Rio Rancho’s population at 114,419 as of July 1, 2025. In 2020 to 2024, 16.2% of residents age 5 and older spoke a language other than English at home and 5.3% of residents were born outside the United States.
Sandoval County Clerk
The clerk’s office handles marriage licenses and document recording, among other services. Marriage licenses are issued by appointment only. The pages we read do not list a certified copy fee, so call the Records and Filing Division for that.

Birth and death certificates
New Mexico birth and death certificates are issued by the state Bureau of Vital Records and Health Statistics, not by Sandoval County. The bureau lists an in-person location for birth certificates at 2400 Wellesley Dr NE in Albuquerque, open Monday through Friday, 8:30 a.m. to 3:30 p.m., and takes mail requests at PO Box 26110, Santa Fe, NM 87502. A certified birth certificate costs $10 per copy. Death certificate requests go through Santa Fe.
When a Rio Rancho resident needs a certified translation
Two published rules come up most often. The first is federal: 8 CFR 103.2(b)(3) says any document containing foreign language submitted to USCIS must be accompanied by a full English translation that the translator has certified as complete and accurate, with a certification that the translator is competent to translate.
The second is state: the New Mexico Motor Vehicle Division requires documents not in English to be submitted with a written English translation certified by the translator as full and complete. The MVD says an abstract translation does not qualify.
New Mexico law also limits what a notary can do. Under section 14-14A-24 of the Revised Uniform Law on Notarial Acts, a notary who is not a licensed attorney cannot use the term notario publico, give legal advice or act as an immigration consultant.
Sending a document from Rio Rancho for a New Mexico apostille
Apostilles come from the Secretary of State’s Business Services Division, 325 Don Gaspar Ave., Suite 300, Santa Fe, NM 87501. You can file the request online at enterprise.sos.nm.gov, mail it, or take it to Santa Fe in person. The office is open 8:00 a.m. to 5:00 p.m. on weekdays. The fee is $3.00 per document, with a separate request form for each document.
The Secretary of State apostilles New Mexico notarizations and public documents issued by County Clerks and the State Registrar of Vital Records. When a translation must be notarized so that it can receive a New Mexico apostille, we hire a notary commissioned in New Mexico to notarize the translator’s statement.
