From a notarized translation to an apostille in Albany
The Department of State will not apostille a notarized document until the County Clerk has certified the notary’s signature. The clerk must be the one in the county where the notary is qualified. The Albany County Clerk is at the Albany County Court House, Room 128, 16 Eagle Street, Albany, NY 12207.

Birth and death certificates issued by the City of Albany registrar are local records, so they also need County Clerk certification first. The state court system provides free interpreters for hearings, requested through the court’s Chief Clerk, but it does not translate the documents you file.
State licensing boards and schools in Albany
Two statewide bodies based in Albany publish their own translation rules. The State Board of Law Examiners, 254 Washington Avenue Extension, requires foreign law transcripts and degree certificates to carry an English translation with a statement of the translator’s qualifications and accuracy, and it rejects translations made by the applicant. The State Education Department’s Office of the Professions asks for a notarized Affidavit of Accuracy with each translation, along with a copy of the original.
The University at Albany tells international graduate applicants that transcripts must be provided in the original language with certified English translations. It accepts a WES evaluation but does not require one.
