From Cleveland to an Ohio apostille
There is no apostille counter in Cleveland. The Ohio Secretary of State issues apostilles from its Client Service Center at 180 Civic Center Dr., Columbus, OH 43215-4138, and Cleveland residents normally send requests there by mail.
Include Form 8003, the original certified or notarized document, $5 per apostille by check or money order drawn on a U.S. bank, and a self-addressed stamped envelope or prepaid overnight label. The form says requests are processed within two to three days of receipt. Delivering in person and waiting requires an appointment.
A translation is treated like any other private document: the Secretary of State’s FAQ says it must be notarized before an apostille can be issued, and the office turns away notarizations done outside Ohio. For translations that have to be notarized for Ohio, the translator’s statement is notarized by a notary commissioned in Ohio whom we hire for that purpose.
Birth certificates issued at Cleveland City Hall and marriage copies certified by the probate court are Ohio official records, the category the form accepts.

Cleveland Municipal Court sits in the Justice Center at 1200 Ontario Street, with court administration on the 11th floor of the Court Tower. Its administrative services department lists Interpreter Services among the units it oversees.
Federal cases are heard at the Carl B. Stokes U.S. Court House, 801 West Superior Avenue, a seat of the U.S. District Court for the Northern District of Ohio.

Cleveland State University tells international graduate applicants to submit transcripts and degree certificates in the original language accompanied by a certified English translation.
Case Western Reserve University’s School of Graduate Studies requires an English translation with any transcript or degree certification in another language. After acceptance it wants official copies in both languages and does not treat emailed scans as official. It also points applicants to NACES member organizations when a course-by-course evaluation is needed.
