Pawtucket City Clerk: records back to 1728
Rhode Island has no county offices, so Pawtucket’s own City Clerk is the keeper of the city’s records: birth, death and marriage certificates, marriage licenses, probate court files and real estate records. The office is on the third floor of City Hall, Rooms 300 to 302, at 137 Roosevelt Avenue, Pawtucket, RI 02860. The main number is (401) 728-0500, with vital records at extension 349.
The clerk’s birth records go back to 1728. Records 100 years old or more are public; newer ones are released to the person named or a close relative, with photo identification at the counter.

What to know before sending a Pawtucket record abroad
A certificate printed at Pawtucket City Hall is fine for most uses inside the United States, but it cannot receive an apostille. The Rhode Island Department of State authenticates only vital records issued by the Department of Health’s Center for Vital Records, at 6 Harrington Road in Cranston, or by the State Archives for very old records. Order the state copy first, then have it translated if the destination country asks for that.
A notarized photocopy is not a workaround. Rhode Island notaries are not allowed to notarize or copy certify birth, marriage or death certificates.
Apostille route from Pawtucket
Apostilles come from the RI Department of State, Business Services Division/Apostille, 148 West River Street, Providence, RI 02904. Mail the request or hand it in, enclosing the apostille order form, the original document and a check or money order for $5 per document made out to RI Department of State. The office says it processes requests within 3 to 5 business days of receipt and returns them by USPS first-class mail unless you supply a prepaid DHL, FedEx or UPS label.
Translations follow their own rule: the translator signs a statement of accuracy by hand, and a Rhode Island notary who is not the translator notarizes that signature, using an English certificate. Printouts and photocopies of signatures are refused.
Whenever a translation must be notarized for Rhode Island, a Rhode Island apostille being the usual reason, the notary who notarizes the translator’s statement is one we hire who is commissioned in Rhode Island.
Court records and hearings
The Rhode Island Judiciary’s Judicial Records Center is in Pawtucket, at 5 Hill Street, Pawtucket, RI 02860. It is the central repository for the courts’ semi-active, inactive and archival records. Court records going overseas have to be certified by the court before the state will apostille them, and notaries cannot notarize court records.
Hearings for Pawtucket residents in Superior, Family and District Court take place in Providence at the Licht Judicial Complex, 250 Benefit Street, and the Garrahy Judicial Complex, 1 Dorrance Plaza. Spanish court interpreters are at both buildings daily and other languages are arranged per case, at no charge, through (401) 222-8710. Pawtucket’s Probate Court is part of the City Clerk’s Office, extension 259. Federal cases go to the U.S. District Court at One Exchange Terrace, Providence.
Immigration documents and 'notario' rules
USCIS follows 8 CFR 103.2(b)(3). Each foreign-language document must be submitted with a full English translation, the translator’s certification that it is complete and accurate, and the translator’s certification of competence in both languages. No notarization is mentioned in that rule.
Rhode Island’s Notary Public Manual prohibits notaries who are not attorneys from advertising as ‘notario’ or ‘notario publico’ and from acting as immigration consultants. Their advertisements must carry a notice, in each language used, that they are not attorneys and may not give legal advice on immigration.
