Knox County offices that issue the records people translate

A translation is only as useful as the record behind it, so it helps to know where certified copies come from. The Knox County Health Department’s Vital Records Division issues Tennessee birth certificates for births in the past 100 years and death certificates for deaths in the last 50 years, at $15 per copy. The West Clinic issues birth certificates only. Marriage licenses come from the Knox County Clerk, whose six offices all handle marriage licenses and notary services.

University of Tennessee rules on translated transcripts

The University of Tennessee, Knoxville publishes its own translation rules for applicants. Undergraduate Admissions tells international applicants that a transcript submitted in another language must come with a certified literal translation into English. The Graduate School states that English translations are required for any and all documents not already in English.

A literal translation follows the original line by line, including grades, stamps and seals, which is how certified translations are prepared. The university decides what it accepts, so check the current instructions for your program before ordering, especially on whether documents must arrive from the issuing school.

Immigration filings: the federal translation rule

USCIS applies one rule nationwide. Under 8 CFR 103.2(b)(3), any document containing foreign language submitted to USCIS must be accompanied by a full English translation that the translator has certified as complete and accurate, together with the translator’s certification of competence to translate from the foreign language into English.

Our certificate of accuracy is written to carry both statements. Whether an application is approved is up to USCIS, and no translation company can promise that.

Getting a Tennessee apostille when you live in Knoxville

Apostilles for Tennessee documents are issued in Nashville by the Tennessee Secretary of State. There is no apostille counter in Knoxville, so the choice is mail or a trip to Nashville.

If the document is notarized, the Secretary of State’s guide says to take it to the County Clerk first to have the notary public’s signature certified. The Knox County Clerk does this at all of its locations for $5.00 per document, but only for notaries commissioned from Knox County. When a translation needs to be notarized for Tennessee, we hire a notary commissioned in Tennessee to notarize the translator’s statement.

A certified copy of a birth, death or marriage record can go to the Secretary of State directly. The Office of Vital Records gives the apostille fee as $2.00 per document.
