West Virginia University's translation rules
WVU publishes clear instructions for records that are not in English. Its undergraduate international admissions page states that any document not in English must be accompanied by a literal, word-for-word English translation.
Graduate Admissions says the same of documents not issued by a university in English, and adds that the original-language documents must also be submitted because translations alone will not be accepted. It also says credential evaluations are not required by WVU in most cases, and that when credential advice is used the university accepts it only from WES.
A certified translation is a complete rendering of the source document, including stamps, seals and marginal notes, which matches the literal, word-for-word standard. Admission decisions and document acceptance are WVU’s to make.
Marriage licenses and foreign birth certificates in Monongalia County
The Monongalia County Clerk’s marriage license page addresses foreign documents directly: an out-of-country birth certificate offered as identification must be translated and authenticated by that country’s consulate or State Department for out-of-country use. A current, unexpired foreign passport with a valid visa or stamp is also accepted.
Both parties appear in person. The fee is $57, or $37 with proof of pre-marital counseling, payable by cash, money order or card, and the license must be used within 60 days. Because the clerk sets the standard for foreign documents, call (304) 291-7230 before you order a translation for this purpose.

Interpreters and translated papers in court
West Virginia’s courts pay for interpreters for anyone with limited or no English proficiency. The request form is available from the clerk, and the judiciary says in-person interpreters are required in criminal cases. The court system also translates certain documents it issues, including final orders. If you are submitting your own foreign-language document in a Monongalia County case, ask the clerk or your attorney how the translation should be presented.
