Apostille Service in McKinney, Texas

Apostille Request Form

McKinney has been the seat of Collin County since 1848, which means the offices that certify most local records are right here in town. Birth certificates, marriage records and district court decrees for county residents are all issued from county buildings on Bloomdale Road.

A county seal alone, though, does not satisfy a foreign consulate, university or court. Those recipients want an apostille from the State of Texas, or embassy legalization if the destination is outside the Hague Convention. Apostille Authentications prepares that request for McKinney clients and files it with the Texas Secretary of State. We work by mail and courier from our Texas office in Houston rather than from a McKinney storefront.

Collin County Records Issued on Bloomdale Road

Two county departments produce nearly every personal document McKinney residents send overseas. The details below come from the county’s birth certificate page and District Clerk page.

DepartmentTypical documentsAddress, phone and hours
County Clerk, Vital RecordsBirth and death certificates, marriage records2300 Bloomdale Rd., McKinney, TX 75071; (972) 548-4185; weekdays 8:00 a.m. to 4:00 p.m.
District ClerkDivorce decrees, adoptions, name changes and other district court judgments2100 Bloomdale Rd., McKinney, TX 75071; (972) 548-4320; weekdays 8:00 a.m. to 4:30 p.m.

A few practical points for McKinney requests:

  • Eligibility. Birth records are confidential. The county limits them to qualified applicants such as parents, grandparents, siblings, children and spouses; anyone else needs a signed authorization plus photo ID copies.
  • Online ordering. The county links to an online vital records portal, and mail requests need a notarized application, an ID copy and the fee.
  • New births. The county says Collin County births are usually available about one to two weeks after the event.
  • Plano counter. The county’s Plano office on East Park Boulevard is posted as closed until further notice because of flooding, so plan on the McKinney location.
  • Court searches. The District Clerk lists a $5 charge for each record search done at its office.

Texas Vital Statistics (DSHS) is the statewide alternative for birth and death records. On that application, give “Apostille” as the reason you need the certificate.

McKinney Employers and Cross-Border Business Paperwork

McKinney’s 2024 annual financial report, as summarized on the city’s Wikipedia entry, lists major employers including Raytheon Intelligence & Space, Globe Life, Encore Wire, Medical City McKinney, Baylor Scott & White McKinney and Simpson Strong-Tie. The city has also announced a $919 million investment by LITEON that it expects to bring more than 600 jobs.

Defense, insurance, manufacturing and health care employers create a steady flow of documents that leave the country, for example:

  • Certificates of formation and good standing from the Secretary of State for registering a subsidiary or branch abroad
  • Board resolutions, supplier agreements and powers of attorney signed before a Texas notary
  • Diplomas and licenses for engineers, nurses and managers seeking foreign work permits
  • Marriage and birth records for relocating employees whose spouses and children need residence visas

If the receiving office also wants a translation, our translation services can be coordinated with the apostille.

Diplomas From Collin College, McKinney ISD and Partner Universities

The McKinney Campus of Collin College, near U.S. 75 and U.S. 380, has been open since 1985. In south McKinney, the Collin Higher Education Center hosts bachelor’s, master’s and doctoral programs delivered with Texas A&M University-Commerce, Texas Woman’s University, UT Dallas and the University of North Texas. About two-thirds of residents live in McKinney ISD, with the rest split among Frisco, Prosper, Allen, Melissa, Lovejoy and Celina ISDs.

A diploma is not filed with any government office, so Texas will not apostille a bare copy. The Secretary of State’s guidance calls for a written statement from the issuing school describing the document, signed in front of a notary. In practice that means:

  1. Ask the registrar of the school that actually conferred the degree, not the building where you took classes, for a notarized verification.
  2. Request a fresh official transcript at the same time if the foreign recipient wants both.
  3. Send us a scan before mailing anything so we can confirm the notarial certificate is complete.

Apostille or Embassy Legalization?

The destination country, not the document, decides which certificate you need. Members of the Hague Apostille Convention accept the Texas apostille directly. Canada joined the Convention in January 2024, so documents headed there now take an apostille as well.

Countries outside the Convention, such as the United Arab Emirates, Qatar and Kuwait, expect embassy legalization instead. Check the destination on our country requirements list before ordering copies.

One more distinction: an FBI background check is a federal record, so it is authenticated by the U.S. Department of State rather than Texas. Our FBI apostille page covers that route.

McKinney and Collin County Questions

Can I pick up a birth certificate at the Collin County Clerk in McKinney and then have it apostilled?

Yes, as long as the birth was recorded by the county and you qualify to order it. The vital records counter is at 2300 Bloomdale Road and is open weekdays from 8 a.m. to 4 p.m. Ask for a certified copy, keep it sealed and unaltered, and send it to us for submission to the Texas Secretary of State.

Who issues a certified copy of a divorce decree granted in a Collin County court?

The Collin County District Clerk, located at 2100 Bloomdale Road in McKinney, keeps district court records. Call (972) 548-4320 to confirm the copy and certification fees before you request a certified decree.

My degree came through the Collin Higher Education Center. Which school has to sign it?

The center hosts programs run by partner universities such as Texas A&M University-Commerce, Texas Woman’s University, UT Dallas and the University of North Texas. The university that awarded your degree is the one whose registrar must provide the signed, notarized statement the Secretary of State needs.

I live in McKinney but was born in Dallas. Does the Collin County Clerk have my record?

Collin County says births from other Texas counties can be issued there no sooner than three weeks after the event, but county practices vary. You can also order from Texas Vital Statistics and list Apostille as the reason, which works for a birth anywhere in Texas.

Do I need to visit your office to drop off McKinney documents?

No. We handle McKinney orders by mail and courier through our Texas office at 6124 Hwy 6 N in Houston, and we file the paperwork with the Secretary of State in Austin for you.
