Apostille Service in Midland, Texas

Apostille Request Form

Midland, the Midland County seat, sits in the heart of the Permian Basin. The City of Midland’s fast facts say the city hosts headquarters and regional campuses for ConocoPhillips, ExxonMobil, EOG Resources and Oxy, along with AST SpaceMobile. Oil and gas careers rarely stay in one country, and neither do the people who build them.

When a Midland record has to be accepted overseas, it needs either an apostille or, for some destinations, embassy legalization. Apostille Authentications prepares those filings with the Texas Secretary of State. Clients send their documents to us by mail or courier; our Texas office is at 6124 Hwy 6 N, Houston, TX 77084.

Energy Assignments Abroad: Which Countries Take an Apostille

Energy employers often move staff between Texas and producing regions around the world. Whether a Texas apostille is accepted depends entirely on the destination’s treaty status, and the answer varies across the oil-producing world:

DestinationHague member? What a Texas document needs
Saudi ArabiaYes, since 7 December 2022Texas apostille
Norway, Colombia, Argentina, MexicoYesTexas apostille
CanadaYes, since January 2024Texas apostille
United Arab Emirates, Qatar, KuwaitNoState certification followed by embassy legalization

Treaty dates are taken from the HCCH status table. Lists change, so check our country guide or ask us before you order anything.

The papers involved are usually personal rather than corporate: a marriage certificate so a spouse can get a dependent visa, children’s birth certificates for school enrollment, a university diploma for a work permit, and often an FBI background check.

Company Paperwork From Midland Operators and Service Firms

The city lists Chevron, Diamondback Energy, Midland ISD, Midland Health, the City of Midland and H-E-B among Midland’s major employers. Operators, service companies and their contractors also generate business documents that must be recognized abroad, for example when they open a foreign branch, bid on an international project or appoint an agent.

  • State-issued filings: certificates of formation, certificates of fact and similar records from the Texas Secretary of State
  • Notarized corporate records: board resolutions, secretary’s certificates, incumbency certificates
  • Agency documents: powers of attorney naming a representative overseas
  • HR letters: employment and salary verification for visa applications

The signer must appear before a Texas notary, and the notarial certificate must be complete, with the commission still in effect. Documents notarized in Oklahoma or New Mexico, or filed with another state, go to that state’s apostille office, not Austin.

Midland County Courthouse Records

Midland County keeps its offices downtown at 500 N. Loraine Street. Unlike some Texas cities, Midland does not run a separate city vital records office; the County Clerk maintains vital records for cities within the county.

A birth certificate for apostille has to be a certified copy signed by an official whose signature the Secretary of State recognizes. Short-form abstracts and hospital souvenir certificates do not qualify, and some foreign offices only accept a certificate issued recently.

Midland College and University Center Degrees

Midland College became an independent junior college in 1972 and now offers more than 100 degree and certificate programs, including bachelor’s degrees in applied technology and health services management (college overview). Its Petroleum Professional Development Center at 3600 N. Garfield provides continuing education for Permian Basin energy industries, and its University Center hosts upper-level degrees from partners such as Texas Tech University and UT Permian Basin.

For any of these credentials, the issuing institution should supply a notarized copy or a notarized letter from its registrar. If your degree came through a University Center partner, request the document from the university that awarded it.

Aviation and Space Credentials From the Air & Space Port

Energy is not the only industry with international reach here. The city describes Midland International Air & Space Port as the first commercial spaceport co-located with a major airport in the United States. Midland College also runs aviation maintenance training at the airport that leads to airframe and powerplant certification.

Mechanics and technicians recruited by foreign airlines or maintenance shops are often asked for an apostilled transcript or school certificate alongside their FAA credentials. Keep in mind that an FAA certificate is a federal document, so it would not be apostilled by Texas. The college’s own records, notarized in Texas, can be. If you are unsure which category a document falls into, send us a scan and we will sort it out before anything is mailed.

How the Process and Pricing Work

  1. You tell us the documents and the destination country.
  2. We confirm whether an apostille, embassy legalization or a federal apostille applies.
  3. You mail or courier the certified copies or notarized originals to us.
  4. We review them, complete Form 2102 and submit them to the Authentications Unit, Texas Secretary of State, 400 West 15th Street, Austin, TX 78701.
  5. The apostilled documents are shipped back to you or to an address you choose.

Austin charges $15 per document. Mailed requests take up to two weeks after the state receives them, while counter service is same-day, with walk-ins Monday and Friday and appointments Tuesday through Thursday. Our fee is $195 per document on top of the state’s $15. We do not set our own turnaround promises. See pricing and our Texas apostille overview.

An FBI background check is the main exception. It is a federal record, so the U.S. Department of State apostilles it rather than Texas; our FBI apostille service covers that step.

Midland Apostille FAQ

What hours is the Midland County Clerk’s vital records counter open?

The county’s vital records portal lists Monday through Thursday, 8:00 a.m. to 5:00 p.m., and Friday, 8:00 a.m. to noon, at 500 N. Loraine Street. Call 432-688-4401 before a Friday visit, since the office closes at midday.

I’m being transferred to Qatar by an energy company. Is an apostille enough?

No. Qatar is not a member of the Apostille Convention, so Texas documents headed there go through embassy legalization after the state certifies them. Tell us the destination when you order and we will explain the extra steps.

Saudi Arabia used to require legalization. Has that changed?

Yes. According to the Hague Conference’s status table, the Apostille Convention entered into force for Saudi Arabia on 7 December 2022, so a Texas apostille is now the standard route there.

Can a Midland College certificate earned at the Petroleum Professional Development Center be apostilled?

It can, provided the college supplies it with a Texas notarization, usually a notarized copy signed by a records official. The Secretary of State authenticates that notary’s signature.

Where do I order a Midland County divorce decree?

From the Midland County District Clerk. The Texas State Directory lists the office phone as (432) 688-4500, and county offices are at 500 N. Loraine Street in downtown Midland.
