Why Concord cannot apostille your FBI background check

New Hampshire apostilles and certificates come from the Secretary of State’s Office at 107 North Main Street in Concord. The office authenticates New Hampshire public documents, including vital records, educational documents, court records, licenses and state criminal records.

The same office lists what it cannot do, and federal documents are on that list. It names FBI background checks, naturalization papers and passports as documents it will not apostille or certify. For an FBI Identity History Summary, the competent authority is the U.S. Department of State Office of Authentications in Washington, DC.

Two points that trip up New Hampshire clients:

  • “Criminal records” on the Concord list means state records. The Secretary of State can apostille a New Hampshire criminal record, which comes from the State Police Criminal Records Unit at 33 Hazen Drive in Concord. That is a New Hampshire document about New Hampshire history. If your consulate asked for an FBI, federal or national check, a state record with a state apostille answers a different question and is likely to be turned away.
  • Read the consulate’s wording before ordering anything. Some countries ask for the FBI check alone, and some ask for a state record in addition.   5. Return. FedEx to your address in New Hampshire, or FedEx or DHL to wherever you are living abroad.
