Apostille Service in McAllen, Texas
Apostille Request Form
McAllen and Reynosa function almost as one metro area split by the Rio Grande. The McAllen Economic Development Corporation describes the two cities working together on an industrial base that includes several Fortune 500 manufacturers, and it serves companies on both sides of the river (MEDC). With that much traffic between Hidalgo County and Tamaulipas, a large share of McAllen’s paperwork ends up in a Mexican office.
For Texas records to be honored there, the Texas Secretary of State attaches an apostille. Apostille Authentications assembles and submits those requests for McAllen individuals and businesses. You send documents to us by mail or courier, and we work from our Texas office at 6124 Hwy 6 N, Houston, TX 77084.
Twin-Plant Business With Reynosa
The Texas Comptroller notes that Reynosa has more than 150 international companies running manufacturing plants within a nine-mile radius, and that the Anzalduas International Bridge is owned and operated by the City of McAllen in partnership with Hidalgo and Mission (Comptroller report). Electronics, machinery, petroleum and fresh produce all move through Hidalgo County’s ports of entry.
Many managers live in McAllen and work across the river, and their companies need Mexican authorities to trust Texas paperwork. Typical requests include:
- A Texas certificate of formation or certificate of fact for a company opening or renewing a Mexican entity
- A notarized power of attorney appointing a Reynosa attorney or plant manager
- Board resolutions approving leases, bank accounts or customs registrations
- Letters confirming employment for staff who need Mexican immigration status
Because Mexico joined the Hague Apostille Convention in 1995 (HCCH status table), the apostille is the only authentication step for these papers. No Mexican consulate stamp is added afterward.
Manufacturing is only part of the picture. MEDC also credits McAllen’s growth to a medical sector supported by the UTRGV School of Medicine and to year-round tourism. Physicians, nurses and residents trained in the Valley sometimes pursue licensing or fellowships abroad, which brings license verifications, diplomas and background checks into the apostille queue alongside the corporate files.
Spanish Translation for Documents Used in Mexico
An apostille confirms a signature; it does not translate anything. A Mexican notario, civil registry or court will normally want the English document and its apostille rendered into Spanish. Some insist on a translator they recognize locally, while others accept a certified translation prepared in the United States.
Our suggested order:
- Obtain the certified copy or notarized original in Texas.
- Have it apostilled by the Secretary of State.
- Translate the full packet, apostille page included.
If the receiving office allows a U.S. translation, we can arrange it through our document translation services so the packet is complete when it crosses the bridge.
McAllen City Hall and Hidalgo County Record Offices
Birth and death certificates for McAllen events come from the city, while marriage and court records come from the county seat in Edinburg.

| Divorce decree or district court order | Hidalgo County District Clerk | Hidalgo County Courthouse, 100 N. Closner, First Floor, Edinburg; (956) 318-2200 |

The McAllen vital records page says the city has records for people born in McAllen dating to 1904, accepts requests in person or by mail, and posts its requirements in English and Spanish. See also the Hidalgo County Clerk and the District Clerk FAQ, which asks callers to have their case number ready.
Families request these records for reasons such as registering a Texas-born child’s Mexican nationality, marrying in Tamaulipas, or settling inheritance on family land. Ask the Mexican office whether it wants a recently issued certificate, because some will not accept a copy issued years ago.
South Texas College and Other School Records
South Texas College has three campuses in McAllen: Pecan Campus at 3201 W. Pecan Blvd., the Technology Campus on W. Military Highway, and the Health Science Professions Campus on E. Vermont (STC catalog). Graduates of its nursing and allied health programs sometimes need credentials recognized abroad, and students continuing their studies in Monterrey or elsewhere in Mexico may need an apostilled transcript.
For the Secretary of State to authenticate a diploma or transcript, the college or school district must provide it with a Texas notary’s certification, typically signed by a registrar. Ask the records office to notarize the copy before you send it to us. The same applies to high school diplomas from local districts.

A few McAllen documents never go to Austin. An FBI identity history summary, often needed for Mexican or overseas residency, is a federal record apostilled by the U.S. Department of State; see our FBI apostille service. Destinations outside the Hague treaty, such as the UAE, Qatar or Kuwait, call for embassy legalization rather than an apostille. Canada is not in that group; it has accepted apostilles since January 2024.
McAllen Apostille FAQ
Does McAllen issue its own birth certificates, or do I go to Edinburg?
Both are possible. The City of McAllen’s Vital Statistics Division at 221 S. 15th Street holds births and deaths recorded in McAllen, with birth records going back to 1904. The Hidalgo County Clerk in Edinburg handles county-level birth and death records and marriage records.
Will a Mexican notario or registry accept a Texas apostille without anything else?
Mexico has been a party to the Apostille Convention since 1995, so the apostille replaces consular legalization. The receiving office may still ask for an official Spanish translation, so check that requirement before you send the papers south.
Should the translation be done before or after the apostille?
Usually after, so the translator can include the apostille certificate itself. Confirm the order with whoever will receive the documents in Mexico, since some offices have their own rules.
My company has a plant in Reynosa. Which corporate papers can be apostilled in Texas?
Documents issued by the Texas Secretary of State, such as a certificate of formation or certificate of fact, and documents signed before a Texas notary, such as board resolutions or powers of attorney. Papers from another state are apostilled by that state.
Can I use the city’s Spanish-language application?
Yes. The McAllen Vital Statistics page provides its requirements in English and Spanish, and certificates can be requested in person or by mail. The language of the application does not affect the apostille.
