Apostille Service in Waco, Texas

Apostille Request Form

Waco sits on the Brazos River and has been the McLennan County seat since the county government was organized in 1850, according to the Texas State Historical Association history posted by the county. It is also a college town. Baylor University alone enrolled more than 20,800 students in fall 2023, per a HUD housing market analysis, and graduates scatter across the globe.

When a Waco diploma, birth certificate or court order has to be accepted in another country, it usually needs an apostille from the Texas Secretary of State. Apostille Authentications prepares those requests and files them in Austin. Waco clients reach us by mail or courier; our Texas office is in Houston at 6124 Hwy 6 N, Houston, TX 77084.

Baylor, TSTC and MCC Credentials Going Overseas

Academic records are the most frequent Waco request we see. Graduates take teaching jobs abroad, apply to master’s programs in Europe, or need proof of a degree for a foreign work visa. Each school has its own first step.

Baylor University

Baylor publishes a short apostille guide. The Office of the Registrar does not issue apostilles; it notarizes the document and mails it to the graduate. For a diploma, alumni order a duplicate and type “Need notarized” in the comments box. The back of the duplicate carries a registrar’s certification and a notary’s statement. For a transcript, submit the usual request and then email the registrar asking for notarization.

Texas State Technical College, Waco campus

TSTC’s Waco campus at 3801 Campus Drive offers aircraft airframe, powerplant, pilot training and avionics programs, according to the college. Aviation technicians recruited by foreign carriers and maintenance shops are a natural fit for an apostilled certificate or transcript.

McLennan Community College

MCC’s permanent campus is in northwest Waco, and its enrollment services line is 254-299-8622 (MCC contact page). Associate degrees and transcripts follow the same rule: the school record must carry a valid Texas notarization before Austin will authenticate it.

One tip: ask the foreign university or employer whether they want the diploma, the transcript, or both. Ordering both at once is cheaper than repeating the process a month later.

City Births vs. Rural McLennan County Births

Waco has an arrangement that trips up many first-time requesters. The McLennan County birth and death records page says births and deaths inside Waco city limits, or at any Waco hospital, are held by the public health district, not the County Clerk. Since most county births happen in Waco hospitals, the health district is usually the right office.

Sources: the county’s County Clerk directory and District Clerk directory. For rural records ordered by mail, the County Clerk requires a notarized request form, a photocopy of your ID and payment by check or money order; requests sent without ID are not processed.

Whichever office you use, the certificate must be a certified copy, and the registrar’s signature on it must be one the Secretary of State has on file. A heirloom hospital certificate or a photocopy will be refused.

Health Care, Defense and Food Production in Waco

Universities are not the only source of international paperwork here. HUD’s 2024 analysis of the Waco housing market lists its major employers as including Baylor University, Baylor Scott & White Health, Ascension, H-E-B, the U.S. Department of Veterans Affairs, L3Harris Technologies and Wayne-Sanderson Farms.

That mix produces a steady flow of non-academic requests:

  • Nursing and medical licenses or verification letters for clinicians moving to the Gulf, the U.K. or Australia
  • Powers of attorney signed in Waco so a relative can handle property or banking in another country
  • Corporate documents for engineering and aerospace work with foreign partners, such as resolutions or certificates of good standing
  • Adoption dossiers that combine home studies, medical letters and county records

Anything signed privately, like a letter or a power of attorney, must be notarized in Texas first. The Secretary of State then authenticates the notary, not the content of the letter.

State Requirements and Our Fee

Every Texas apostille is issued by the Authentications Unit of the Secretary of State. Here is how the state’s process and our charges compare:

Some Waco residents drive down I-35 to use the counter themselves. If you would rather not, we prepare the Form 2102, check the notarizations and submit the documents for you. Full pricing is on our pricing page, and an overview of the state process is on our Texas apostille page.

When an Apostille Is Not the Answer

The apostille only works between members of the Hague Apostille Convention. Most of Europe, Mexico, Japan, South Korea and Canada (a member since January 2024) accept it. Countries outside the treaty, including the UAE, Qatar and Kuwait, need embassy legalization instead, which adds steps after the state certification. Our list of countries that require an apostille helps you check.

Federal paperwork is also outside Austin’s authority. An FBI background check, for example, must be apostilled by the U.S. Department of State. Baylor graduates heading abroad to teach often need one; see our FBI apostille service.

Waco Apostille FAQ

My child was born at a Waco hospital. Why doesn’t the McLennan County Clerk have the record?

McLennan County splits birth and death records by location. Events inside Waco city limits or at a Waco hospital are held by the Waco-McLennan County Public Health District on West Waco Drive, and the county’s own page says the County Clerk will not have them. Rural McLennan County events go to the County Clerk.

Will the Baylor registrar apostille my diploma?

No. Baylor’s registrar notarizes a duplicate diploma or a transcript and mails it back to you. The apostille itself comes from the Texas Secretary of State, which is the step we handle once the notarized document reaches us.

Can a TSTC aviation certificate or transcript be apostilled?

Usually, yes, as long as it is notarized correctly by a Texas notary, typically arranged through the college’s records office. The state authenticates the notary’s signature, not the coursework, so the notarial certificate has to be complete and current.

Where is the McLennan County District Clerk for a divorce decree?

The District Clerk is at 501 Washington Avenue, Suite 300, in downtown Waco, open weekdays from 8 a.m. to 5 p.m. The civil division number listed by the county is 254-757-5057.

Do I need to visit Austin or your Houston office in person?

No. Waco clients mail or courier their documents to us, and we deliver them to the Secretary of State’s Authentications Unit for you.
