University of Colorado Boulder rules on translated transcripts
- Undergraduate international admissions. CU Boulder’s transcript requirements page states that any records not in English must include literal, certified English translations. The page does not say who may prepare the translation; it gives intladm@colorado.edu as the contact for questions.
- Graduate School, admitted students. Applicants from a list of countries where transcripts are issued in English need only the official English transcript. For all other countries, credentials written in languages other than English must be accompanied by a literal certified English translation.
- Country specific rules. The Graduate School adds requirements for some countries. For China, every page of each document must bear an original stamp or seal of the institution, and materials are submitted in both the native language and English.
- Colorado Law LL.M. The LL.M. FAQ says applicants submit all university transcripts through LSAC and points to LSAC for the overview of qualifying foreign degrees. It does not set out a separate translation rule, so follow LSAC’s instructions.
Naropa University
Naropa takes a different approach. Its international admission requirements say all required academic records from non-U.S. schools must go through a NACES recognized evaluation agency, with a course by course evaluation for post-secondary work sent directly to the Office of Admissions. Naropa will not begin visa documents until evaluations arrive. Ask your evaluation agency what kind of translation it needs.

Courts and interpreters in Boulder
Boulder County makes up the Twentieth Judicial District. The Boulder County Combined Court is at 1777 6th Street, Boulder, CO 80302, with a second location at 1035 Kimbark Street in Longmont. The federal trial court for Colorado lists courthouses in Denver, Colorado Springs, Grand Junction and Durango, and none in Boulder.
Chief Justice Directive 06-03 has the state courts assign and pay for interpreters for parties during court proceedings, using certified or credentialed interpreters where available. Interpreting is spoken. For foreign language papers you want a judge to consider, ask the clerk or your attorney what the court expects from a written translation.
USCIS translation rule
Under 8 CFR 103.2(b)(3), a foreign language document sent to USCIS has to come with a full English translation. The translator must certify that the translation is complete and accurate and that he or she is competent to translate from the foreign language into English. Our certificate of accuracy states both. Whether a filing is accepted is up to USCIS.
Apostilles for Boulder documents
Boulder County does not issue apostilles. They come from the Colorado Secretary of State, 1700 Broadway, Suite 550, Denver, CO 80290, phone 303-894-2200. Requests go by mail or by hand delivery, not online.
The request form sets the fee at $5 per apostille for mail or drop-off and $15 per apostille for expedited walk-in service. Bring or send cash, a check or a money order, because cards are not taken. Hand deliveries made before 4:30 p.m. qualify for expedited handling, and the office says heavy demand can require a second trip.
Send the right version of the document. The Secretary of State authenticates certified copies issued by Colorado vital records offices, county clerk and recorders and courts, and documents notarized under Colorado law. A photocopy of a Boulder County birth or marriage record certified by a notary will be rejected.
