Hamilton County records: where certified copies come from
Most personal documents that need translating start as a certified copy from a county or state office. In Chattanooga these are the offices to know.
- Birth and death certificates. The Hamilton County Health Department Vital Records office, 921 East Third Street, Chattanooga, TN 37403, issues birth certificates for people born in Tennessee within the last 100 years and death certificates for deaths in Tennessee within the last 50 years. Certified copies cost $15.00 each. The office is open Monday to Friday, 8:00 a.m. to 4:00 p.m.
- Marriage records. The Hamilton County Clerk, 625 Georgia Avenue, Room 201, Chattanooga, TN 37402, handles marriage licenses. A certified copy of a marriage license is $5.00 in person, $7.05 by mail or $8.05 online.
- Older records. For records outside those time limits, the health department refers people to the Tennessee State Library and Archives.
What UTC says about translated academic records
The University of Tennessee at Chattanooga publishes detailed rules for international graduate applicants. If academic documents were not issued in English, UTC asks for the official documents in the original language and a literal, word-for-word translation that follows the format of the original.
UTC also lists who the translation may come from: the issuing institution, a certified translation agency, the Ministry of Education or an equivalent government body, or an embassy. It recognizes credential evaluations from organizations such as IEE, WES, ECE and The Evaluation Company when they are sent directly by those companies. Federal regulation 8 CFR 103.2(b)(3) says a document containing foreign language that is submitted to USCIS must come with a full English language translation. The translator has to certify that the translation is complete and accurate and that he or she is competent to translate from the foreign language into English.

An apostille makes a Tennessee document usable in another country that is party to the Hague Apostille Convention. The Tennessee Secretary of State issues them from Nashville, and the request goes in with the Apostille or Authentication Request Form (SS-4504).
You can mail documents to the Office of Authentications, Tennessee Secretary of State, 312 Rosa L. Parks Ave, 6th Floor, Nashville, TN 37243. You can also walk in on the 3rd Floor of the same building, Monday to Friday from 8:00 a.m. to 4:15 p.m. Central Time, and the office offers same-day service to people who arrive by 2:00 p.m. The Tennessee Office of Vital Records states the fee as $2.00 per document.
Notarized documents have an extra step. The Secretary of State’s guide directs you to take the notarized document to the County Clerk so the notary public’s signature can be certified before it goes to Nashville. If your translation has to be notarized for a Tennessee apostille, we hire a notary commissioned in Tennessee to notarize the translator’s statement.
If you do not yet have the certified copy of a birth, death, marriage or divorce record, the Office of Vital Records accepts a combined request with two checks and forwards the copy to the Secretary of State for the apostille.
