El Paso County offices that issue the records you may need translated

Two county offices share one building on the west side of the city, the Citizens Service Center at 1675 W. Garden of the Gods Road, Colorado Springs, CO 80907.

  • El Paso County Public Health Vital Records. Suite 2044. It issues certified copies for births that occurred anywhere in Colorado and for deaths that occurred in El Paso County. The first copy costs $25 and each additional copy of the same record costs $20. You can order in person, by mail or online.
  • El Paso County Clerk and Recorder, Recording Department. Issues marriage and civil union licenses ($30) and certified copies of them ($1.00 per document), and records real estate documents. A Saturday branch operates at Union Town Center, 8830 N. Union Blvd.

When El Paso County itself asks for a translation

The Clerk and Recorder’s marriage license page states that a birth certificate in a language other than English must come with a certified translation to be used as identification for a marriage license. If you plan to show a foreign birth certificate at the Recording Department, have the translation ready before you go, and confirm with the office at (719) 520-6200 that it meets their needs.

Courts in Colorado Springs

State trial courts for El Paso County, part of the Fourth Judicial District, sit in the El Paso County Judicial Building at 270 S. Tejon Street, Colorado Springs, CO 80903. The U.S. District Court for the District of Colorado has a Colorado Springs facility at 212 N. Wahsatch Avenue.

Colorado’s Chief Justice Directive 06-03 requires the state courts to assign and pay for interpreters for parties in court proceedings, and to use certified or credentialed interpreters when available. That covers spoken interpretation in the courtroom. It does not mean the court will translate your own exhibits or personal records, so ask the clerk or your attorney what form of translation the judge expects.

College and university rules on translated transcripts

  • University of Colorado Colorado Springs (UCCS). Foreign transcripts and documents not in English must be accompanied by a certified English translation. UCCS says documents signed by a notary or another person with no educational affiliation will not be accepted. Transfer and graduate applicants also need a course by course evaluation from a NACES or AICE member.
  • Colorado College. Official transcripts issued in languages other than English must be translated into English by a certified translator.
  • Pikes Peak State College. International transcripts must be evaluated by a NACES member before transfer credit is considered, and students may be asked for English-translated course descriptions.

Immigration filings and military families

For USCIS, 8 CFR 103.2(b)(3) requires that any foreign language document be accompanied by a full English translation that the translator certifies as complete and accurate, along with the translator’s certification of competence to translate into English. If you are connected to Fort Carson, the installation’s Legal Assistance Office lists notary services and powers of attorney for eligible service members, family members and retirees. It does not list translation among its services.

Getting an apostille from Colorado Springs

Apostilles for Colorado documents are issued only by the Colorado Secretary of State, 1700 Broadway, Suite 550, Denver, CO 80290. There is no apostille counter in El Paso County and no online request.

You can mail the original document with the request form and payment, or hand deliver it. The form lists $5 per apostille for mail or drop-off and $15 per apostille for expedited walk-in service, payable by cash, check or money order only. Documents delivered before 4:30 p.m. can be expedited, though the office warns a backlog may mean a return visit.

The office authenticates certified copies from Colorado vital records offices, county clerk and recorders and courts, and documents notarized by Colorado notaries.
