Cranston is home to the state vital records office

The Rhode Island Department of Health’s Center for Vital Records sits in Cranston, at Simpson Hall, 6 Harrington Road, Cranston, RI 02920. It holds birth, marriage, civil union and death certificates for the whole state. This matters for anyone sending a record overseas, because copies from this office, signed by the State Registrar or Deputy State Registrar, are the vital records the Department of State will apostille.

Cranston City Clerk at 869 Park Avenue

With no county government in Rhode Island, the Cranston City Clerk’s Office is the local keeper of records. It records land evidence, issues marriage licenses by appointment and issues certified copies of birth, death and marriage certificates. The office is at 869 Park Avenue, Cranston, RI 02910, open Monday to Friday from 8:30 a.m. to 4:30 p.m. and closed from noon to 1:00 p.m.

Certificates can be requested through the city’s online vital records portal or at City Hall. Counter payments are by cash, check or money order, and cards are taken only through the online portals. The clerk’s page itself points people who need a record for a foreign government to the state health department, since city-issued certificates cannot be apostilled.

Foreign driver licenses: DMV headquarters

The Rhode Island DMV processes every out-of-country and U.S. territory license transaction at its Cranston headquarters only. Branch offices and AAA offices do not handle them. New residents from another country who are 18 or older must apply for an instruction permit there.

The DMV pages we checked do not state a translation requirement for a foreign license or supporting papers, so we cannot tell you one exists. Ask the DMV what it expects for your documents, and if it asks for an English translation we can prepare one.

Courts that Cranston residents use

The Rhode Island Traffic Tribunal is in Cranston at 670 New London Avenue. Superior, Family and District Court sessions for the area are held in Providence, at the Licht Judicial Complex (250 Benefit Street) and the Garrahy Judicial Complex (1 Dorrance Plaza). The U.S. District Court is at One Exchange Terrace in Providence.

The Judiciary supplies interpreters for hearings free of charge through its Office of Court Interpreters, (401) 222-8710. That office explains that interpreting covers spoken language and translation covers written material, so foreign-language documents need a written English translation prepared separately.

From Cranston to a Rhode Island apostille

Where a translation has to carry a Rhode Island notarization, as it does for a Rhode Island apostille, we arrange for a notary commissioned in Rhode Island to notarize the translator’s statement. Rhode Island notaries cannot notarize or certify copies of vital records, so a notarized photocopy of a birth certificate will be rejected.

  • Step 1: get the right original. For a birth, marriage or death record, order the state-issued copy from Simpson Hall. For a divorce decree, get a copy certified by the Family Court Clerk’s Office.
  • Step 2: translation, if the destination wants one. The state will apostille a translation only when a Rhode Island notary who is not the translator has notarized the translator’s signed statement of accuracy. The certificate must be in English and the signatures original.
  • Step 3: submit. Send or bring everything to RI Department of State, Business Services Division/Apostille, 148 West River Street, Providence, RI 02904, with the order form and $5 per document. The office quotes 3 to 5 business days.

Placing a Cranston order and USCIS use

Send the file through the quote form, approve the price and date we send back, and receive the certified translation by email or mail. Phone support is at (971) 514-3743, 9:00 a.m. to 5:00 p.m. We have no Cranston office and cannot guarantee how any agency will rule on a document.
