Duke University's rule on translated transcripts
The Duke Graduate School publishes a specific policy for admitted students. If a transcript is not in English, it requires both the original transcript and a professional English translation, and it says self-translations and notarized translations are not accepted. Where the transcript does not show a degree conferral date, Duke asks for a certified copy of the diploma or degree certificate, again with a professional translation if it is not in English.
Duke adds that the institution that issued the record may supply the English version, and that a professional translation service is needed when it cannot. Graduates of Chinese institutions must also provide a CHESICC degree verification report. Other Duke schools and programs post their own instructions, so read the page for your program. Transcripts and diplomas must be notarized by a North Carolina notary, and the office says a school seal is not acceptable.
The Secretary of State also says documents must be in English, and tells people whose documents are not to obtain a certified or notarized translation.
