Erie has its own state Vital Records office

Erie is one of six places in Pennsylvania with a Department of Health Vital Records public office. It is at 156 E 14th Street, Erie, PA 16503, open Monday through Friday, 8:00 a.m. to 4:00 p.m. and closed on holidays. The department says same-day certificates are available when the request is received before 2:30 p.m. A birth certificate costs $20, and the state holds birth records from 1906 onward.

The department accepts only originals bearing the signature and seal of the proper Pennsylvania official. A county document has to be signed by the clerk in charge of the office, and a notarized document needs its notarial certificate in English.
