Where Fresno County records come from
A translation starts with a clean, current copy of the record. For births, deaths and marriages registered in Fresno County, that copy comes from the County Recorder, which lists its office at 1250 Van Ness Avenue in Fresno. You can order at the counter, by mail to P.O. Box 766, Fresno, CA 93712, or online through the county’s vendor. Mail applications must carry a notarized signature.
The Recorder issues two versions of a birth record. Only the unrestricted copy can be used to establish identity; the other is stamped as informational. The County Clerk is a separate office at 2220 Tulare Street, 1st Floor, and works by appointment booked online.

Fresno courts and foreign-language paperwork
Civil, family law, probate, small claims and restraining order cases in Fresno are heard by the Superior Court at the B. F. Sisk Courthouse, 1130 O Street. Criminal matters go to the downtown courthouse at 1100 Van Ness Avenue, and traffic infractions to the M Street Courthouse at 2317 Tuolumne Street.
California Rules of Court, rule 3.1110(g), says exhibits written in a foreign language must be accompanied by an English translation certified under oath by a qualified interpreter. That is a different standard from a translator’s certificate of accuracy, so check with the court clerk or your attorney before you file a translated exhibit.
Spoken interpreting is handled by the court itself. The Fresno Superior Court’s interpreter request form asks you to submit it at least one week before the hearing and lists Spanish, Punjabi, Vietnamese, Farsi, Korean, Russian, Mandarin, Cantonese, Tagalog and Arabic, with a line for other languages.
Federal cases are heard at the Robert E. Coyle Federal Courthouse, 2500 Tulare Street, a divisional office of the U.S. District Court for the Eastern District of California.

USCIS applies one rule nationwide. Under 8 CFR 103.2(b)(3), any document containing a foreign language must be submitted with a full English translation that the translator has certified as complete and accurate, along with the translator’s certification of competence to translate from that language into English. Our certificate of accuracy is written to cover both statements. Whether USCIS accepts a filing is its decision, not ours.

Fresno City College’s international application page does not publish a translation rule for foreign transcripts. Ask its International Students Office what format it wants before you order.

Getting a California apostille when you live in Fresno
Apostilles on California documents are issued only by the California Secretary of State. There is no counter in Fresno. You can mail the request to the Notary Public Section, P.O. Box 942877, Sacramento, CA 94277-0001, or go in person to 1500 11th Street, 3rd Floor, Sacramento, or to 300 South Spring Street, Room 12513, Los Angeles. Both counters offer same-day processing; mail requests are handled in the order received and cannot be expedited.
The fee is $20 per apostille. In-person requests also carry a $6 special handling fee for each different official’s signature. Send the original document, the cover sheet naming the destination country, payment and a self-addressed return envelope.
The Secretary of State can apostille birth and death certificates signed by a county clerk, a county recorder, their deputies or the State Registrar. Copies signed by a health officer or local registrar must be certified by the county clerk first. The office will apostille a document in another language only if the notarization is in English, and it does not translate.
