UND rules on transcripts that are not in English

The University of North Dakota publishes separate instructions by applicant type.

  • Undergraduate applicants. UND says any secondary school transcripts not in English need to be translated by the Ministry of Education or a certified translator.
  • Transfer applicants. Official college transcripts must go to a NACES approved foreign credential evaluation service, such as World Education Services, for a course-by-course evaluation.
  • Graduate applicants. If official transcripts cannot be provided in English, UND requires that they be submitted by a NACES approved evaluation service with a course-by-course evaluation. Applicants from Chinese institutions may have transcripts sent electronically through CHESICC.

The page does not address decrees in other languages. If yours was issued abroad, call the Tax Equalization Department first and ask whether it wants a certified English translation with it.

Driving in Grand Forks on a foreign license

UND’s International Center points students to North Dakota Department of Transportation rules. NDDOT says a driver age 16 or older may drive with a valid home-country license in immediate possession, and that an International Driving Permit is a translation of a license, not a license. Applicants for a North Dakota license need original identity and lawful presence documents and take vision, knowledge and road tests. The knowledge test comes in 14 languages; the road test is in English only.

Apostille route from Grand Forks

North Dakota apostilles come from the Secretary of State in Bismarck. From Grand Forks you would normally mail your request to 600 East Boulevard Avenue, Dept 108, Bismarck ND 58505-0500 with the original document, a note stating the country where it will be used, and $10 per authentication. Add $5 for each unique notary signature the office has to search. The stated turnaround is usually 3 business days after a complete request is received, and a prepaid label speeds the return.

Only certified copies from North Dakota entities and documents notarized by a North Dakota notary public qualify. For that reason, when a translation needs notarization for North Dakota, for instance ahead of a North Dakota apostille, we hire a notary commissioned in North Dakota to notarize the translator’s statement. A record issued in East Grand Forks or elsewhere in Minnesota goes through Minnesota, not Bismarck.
