The languages Gresham works in

The City of Gresham’s Language Access Plan, revised in December 2025, says the city translates its notice taglines into its four most common languages: Spanish, Russian, Vietnamese and Arabic. The plan also records that 21.04 percent of Gresham’s 114,247 residents in the 2020 Census were Hispanic or Latino.

Census Bureau QuickFacts for 2020 to 2024 shows 26.7 percent of residents age 5 and older speaking a language other than English at home, and 16.8 percent born abroad.

The school districts tell the same story in more detail. Gresham-Barlow School District employs multilingual community liaisons for Spanish, Russian and Ukrainian speaking families. Reynolds School District, which covers North Gresham along with Fairview, Troutdale, Wood Village and East Portland, reports 114 spoken languages among its students, with English, Spanish, Russian and Vietnamese the predominant ones.

Courts and county records for Gresham residents

Gresham is in Multnomah County, and unlike most suburbs it has a branch of the circuit court inside the city: the East County Courthouse at 18480 SE Stark Street. The main Multnomah County Courthouse is at 1200 SW 1st Avenue in Portland. Court staff decide what a filing needs, so ask the court directly if you plan to submit a foreign-language document.

County record counters are in Portland, not Gresham.

Mt. Hood Community College and credits earned abroad

Mt. Hood Community College is at 26000 SE Stark Street in Gresham. Its policy on coursework from institutions outside the United States requires a course-by-course evaluation from a company that belongs to NACES or AICE, with an official copy sent to the Admissions, Registration and Records Office.

MHCC adds that students may also need to provide course descriptions in English for any course they want counted toward admission or degree requirements. Course descriptions and syllabi are documents we translate regularly. Ask the evaluation company whether it wants its own translation of the transcript itself.

Immigration paperwork and consular documents

USCIS requires a full English translation of any foreign-language document, certified by the translator as complete and accurate, with a statement of the translator’s competence. That rule is 8 CFR 103.2(b)(3). Our certificate addresses each element, though acceptance is always up to the agency.

For Mexican civil records and consular services, the Consulate of Mexico in Portland is at 1305 SW 12th Avenue, Portland, OR 97201.

The apostille route from Gresham

Documents leaving Oregon for use overseas often need an apostille from the Oregon Secretary of State. There is one counter, in Salem: Corporation Division, 255 Capitol St. NE, Suite 151, Salem, OR 97310, open Monday through Friday from 8 a.m. to 5 p.m. Gresham is on the east side of the metro area, so reaching Salem means driving Interstate 205 south to Interstate 5.

Before you go, know what the state will and will not do. It issues the apostille for $10. It does not translate. It will only apostille a translation that has been notarized, and only the original notarized document, never a photocopy.

A Multnomah County birth or death certificate needs the certifying county official’s printed name and signature to qualify. A state-issued one needs the State Registrar’s signature.

We offer apostille handling for $195 plus $20 for each extra document, finished next day or within 5 business days, and we can notarize the translator’s statement as part of the same order.
