The Secretary of the State’s Authentications and Apostilles unit is in the city, at 165 Capitol Avenue, Suite 1000, Hartford, CT 06106. That is the address the office gives for hand delivery and for FedEx, UPS and DHL; U.S. mail goes to P.O. Box 150470, Hartford, CT 06115-0470. Living nearby does not remove the online step: the office says every order must be submitted through its portal at sots.service.ct.gov/apostille and that paper forms are not accepted.
Published processing is 5 to 7 business days for regular orders and 24 hours for expedited and e-Apostille orders. State law sets the fee at $40 per document, or $15 for adoption documents. The office apostilles documents signed by Connecticut notaries, town clerks, registrars of vital statistics, court clerks and certain other state officials, dated within the last 10 years. Courts in Hartford
The Hartford Judicial District of the Superior Court has its main courthouse at 95 Washington Street, with criminal matters at 101 Lafayette Street, family matters at 90 Washington Street and the Community Court at 80 Washington Street.
