Marshall University’s international admissions page requires a course-by-course evaluation by a member of NACES or AICE for all college-level coursework earned outside the United States. For secondary school it asks for official coursework and proof of completion, and lists an official NACES or AICE evaluation as an optional alternative when the school is outside the United States.
The page says evaluation reports must be sent to Marshall directly by the evaluation company. It does not spell out a translation standard, and evaluators set their own document rules, so confirm with the evaluator you choose and with Marshall at international@marshall.edu before ordering a translation of a transcript or diploma.
Cabell County offices for records

Courts in Huntington
Cabell County is the Sixth Judicial Circuit. The circuit court and magistrate court are in the Cabell County Courthouse at 750 Fifth Avenue, and the family court is at 402 8th Street, Second Floor. Federal cases from Cabell, Mason, Putnam and Wayne counties are heard by the Southern District of West Virginia in the Sidney L. Christie U.S. Courthouse and Federal Building, 845 Fifth Avenue.
State courts provide interpreters at no charge to people with limited English, on request through a form kept at the clerk’s office. The judiciary translates some of its own vital documents, such as final orders. Papers that you submit in another language are different, and the clerk or your attorney can tell you what the court expects with them.

For USCIS, the standard is 8 CFR 103.2(b)(3): a full English translation of each foreign-language document, a certification by the translator that it is complete and accurate, and the translator’s certification of competence in both languages. Getting an apostille from Huntington
