There is no apostille counter on Maui. The Office of the Lieutenant Governor in Honolulu issues every Hawaii apostille, and Kahului residents normally use the mail.
- Notary certification first. A document notarized by a Maui County notary has to be certified by the Second Circuit Court’s Legal Documents office in Wailuku before the Lieutenant Governor will act on it.
- Where to send it. Office of the Lieutenant Governor, State Capitol, 5th Floor, 415 S. Beretania St., Honolulu, HI 96813. You can apply and prepay by credit card at apostille.ehawaii.gov.
- Cost. $3 per document through December 31, 2026, then $5 per document from January 1, 2027. Mail payments are by money order, cashier’s check or cash, not personal check.
- How long. 7 to 10 business days, with no expedited service. Enclose a self-addressed prepaid envelope if you do not want regular USPS return.
- FBI checks. Federal documents such as FBI background checks go to the U.S. Department of State, not the state office.

The Department of Health’s Maui District Health Office is in the State Office Building, 54 South High St., Room 301, Wailuku, HI 96793, phone 808-984-8210. Certified copies of birth, death, marriage and civil union certificates are ordered through the state’s online system at vitrec.ehawaii.gov.
The office notes that, effective February 1, 2026, the Department of Health no longer maintains records of divorce.
If a birth or marriage certificate is going abroad, check its issue date. The Lieutenant Governor’s office accepts certificates issued after January 1, 2025 directly and asks for a newly ordered certificate in place of older ones.
UH Maui College and foreign transcripts
University of Hawaii Maui College says international transcripts must be either originally in English or translated by a reputable third-party organization. For transfer credit it also asks for official course descriptions or syllabi in English for each course.
The college advises contacting its Admissions and Records Office to verify the accreditation of your previous institution before you request transcripts and translations, and to allow an extra two weeks of processing for international records.
Driver licensing at the Kahului Service Center
Maui County’s Division of Motor Vehicles and Licensing operates the Kahului Service Center, where written tests are given between 8:00 a.m. and 3:30 p.m. The county’s transfer page covers licenses from other U.S. states and does not set out a rule for foreign licenses, so ask the division directly what it needs.
