An apostille comes from the state that issued or notarized the document, not from where you live. A birth certificate from Missouri or a document notarized by a Missouri notary goes to the Missouri Secretary of State in Jefferson City. A Kansas birth certificate, or a document notarized by a Kansas notary across the state line, goes to the Kansas Secretary of State, which issues apostilles from the Docking State Office Building, 915 SW Harrison Street, Topeka, KS 66612.
The translation itself is the same either way. What changes is which notary and which state office are involved, so tell us where each record was issued.
Jackson County and city records offices
Most of the certified records people in Kansas City need translated or apostilled come from the offices below. A marriage license issued in another county comes from that county’s recorder.
- Kansas City Health Department. 2400 Troost, Suite 4000, Kansas City, MO 64108, phone (816) 513-6008. The city health department handles birth and death certificate requests. Under state rules, local agencies issue Missouri birth certificates from 1920 and death certificates from 1980 in short form.
- Jackson County Recorder of Deeds. Historic Truman Courthouse, 112 W. Lexington, Suite 30, Independence, MO 64050, phone 816-881-4483. This is the office for marriage licenses. A certified copy costs $10 and can be requested by mail or online. The office is in Independence, not at the downtown Kansas City courthouse.
- Circuit Court of Jackson County. Certified divorce decrees come from the circuit clerk of the county where the decree was entered.
- Bureau of Vital Records. 930 Wildwood Drive, Jefferson City, MO 65109. The state office issues birth and death certificates from 1910 at $15 for a birth copy, and says mail requests take approximately 4 to 8 weeks.

Courts serving Kansas City, Missouri
The 16th Circuit Court of Jackson County lists these locations. To get an interpreter there, a party notifies the division’s staff, and the request must reach the Court Administrator’s Office at least 48 hours before the interpreter is needed. Getting a Missouri apostille from Kansas City
Missouri has a single apostille office, and it is in Jefferson City, so from Kansas City the usual route is by mail. The office wants birth certificates as certified copies from the Bureau of Vital Records, marriage licenses as certified copies from the Recorder of Deeds, and notarized documents with the full notarial paragraph, signature and seal.
