Long Beach issues its own birth and death certificates
Long Beach is one of the California cities with its own health department, and that changes where your records come from. The city’s Vital Records Program, at the Department of Health and Human Services, 2525 Grand Avenue, Long Beach, CA 90815, keeps birth records for babies born in Long Beach since January 2019 and death records for people who died in Long Beach since 2005. Anything older is held by Los Angeles County.
The counter takes walk-ins Monday to Friday, 8 a.m. to 4 p.m., and closes from 12 to 1 p.m. You can also order online for a $5 service fee, or by mail with a notarized sworn statement.
| Birth certificate, city copy | $34.00 as of January 1, 2026 |

Los Angeles County offices for older records and marriages
The Los Angeles County Registrar-Recorder/County Clerk has no branch inside Long Beach. Its headquarters is at 12400 Imperial Highway, Norwalk, CA 90650, open Monday to Friday, 8 a.m. to 5 p.m. Branch offices that issue birth, death and marriage records include LAX/Courthouse at 11701 S. La Cienega Boulevard, 6th Floor, Los Angeles, and Florence/Firestone at 7807 Compton Avenue, Los Angeles.
The county says most branches issue birth copies from 1962 to the present, except 1972 to 1977, and marriage and death copies from 1995 to the present. Earlier years are a question for the Norwalk office.
Apostille route from Long Beach
Only the California Secretary of State issues apostilles on California documents. Its Los Angeles regional office is at 300 South Spring Street, Room 12513, Los Angeles, CA 90013. No appointment is needed, processing is same-day, and it takes cards, checks and money orders but not cash. The other counter is in Sacramento. Mail requests go to the Notary Public Section, P.O. Box 942877, Sacramento, CA 94277-0001, and are processed in the order received.
Each apostille costs $20. In-person requests add a $6 special handling fee per different official’s signature. Bring or send the original document, the cover sheet naming the destination country and payment, plus a self-addressed envelope for mail.
One point matters for city-issued records. The Secretary of State says it can apostille birth and death certificates signed by county clerks, county recorders, their deputies or the State Registrar, while those signed by a health officer or local registrar need certification from the county clerk first. Check who signed your Long Beach copy before you travel. The state will apostille a document in another language only if the notarization is in English, and it does not provide translations. We can help you plan the steps.
Courts that serve Long Beach
State cases are heard at the Governor George Deukmejian Courthouse, 275 Magnolia Avenue, Long Beach, CA 90802, part of the Superior Court of Los Angeles County. Its civil departments list name change petitions, law and motion hearings and trials among their matters.
Under California Rules of Court, rule 3.1110(g), an exhibit in a foreign language has to come with an English translation certified under oath by a qualified interpreter. Ask the clerk or your lawyer whether a translator’s certificate will meet that requirement for your filing.
Spanish, Khmer and Tagalog: the city's Language Access Policy
Long Beach adopted its Language Access Policy on August 13, 2013 and amended it in 2015 and 2017. The policy covers Spanish, Khmer and Tagalog. A 2019 city report says about 46.6 percent of residents over age five speak a language other than English at home, with 145,544 Spanish speakers, 14,762 Khmer speakers and 13,392 Tagalog speakers.
The policy governs how the city communicates with residents. It does not translate your personal records for a federal agency or a university. Of those three languages, Spanish is among our most requested; for Khmer or Tagalog, ask us about availability first.
Translated documents for USCIS and Long Beach colleges
USCIS follows 8 CFR 103.2(b)(3): every document containing a foreign language must come with a full English translation, certified by the translator as complete and accurate, with a statement that the translator is competent in both languages. We cannot promise how any agency will rule on a filing.
California State University, Long Beach asks international graduate applicants for original and certified English copies of transcripts and individual mark sheets from every institution attended. Long Beach City College states that all documents written in languages other than English must include a certified English translation.
