UMass Lowell asks for notarized translations
UMass Lowell’s international undergraduate requirements state that all documents in foreign languages must be professionally translated and notarized. Transfer applicants with coursework from schools abroad need a course-by-course evaluation from World Education Services, and course descriptions must be translated into English and notarized.
A notary does not check the translation. The notary witnesses the translator signing the statement of accuracy. Tell us the translation is for UMass Lowell so the notarized statement is included. The evaluation is a separate service that we do not provide.

One courthouse for most Lowell cases
The Lowell Justice Center at 370 Jackson Street houses Lowell District Court, which serves Lowell, Billerica, Chelmsford, Dracut, Tewksbury and Tyngsboro, along with Middlesex Probate and Family Court North on the 5th floor and a session of Middlesex County Superior Court. Federal cases from this part of the state are filed in the District of Massachusetts, whose Boston courthouse is at 1 Courthouse Way.
Interpreters for hearings are assigned by the Trial Court Office of Language Access at the request of court staff. That office says it does not translate individual case materials or documents to be presented as evidence, so a foreign marriage certificate or custody order filed in a Lowell case needs an English translation you supply.

Driver's licenses and the RMV translation format
The Registry of Motor Vehicles publishes its own requirements for translated documents. The translation and the certification must be printed on the letterhead of the certifying entity and must show the translator’s printed name, full address, phone or email, signature and date, a statement of the translator’s background, a statement that the translation is complete and accurate, and the original document and its language. The RMV says its older Translation into English of a Foreign License form is not acceptable for license or permit applications.
Apostille route from Lowell
Massachusetts apostilles come from the Secretary of the Commonwealth. Lowell residents can mail a request to the Commissions Section, Room 1719, One Ashburton Place, Boston, MA 02108, or go to that counter in person. Enclose the Apostille and Certification Authentication Form, the country where the document will be used, $6.00 per document by check or money order to the Commonwealth of Massachusetts, and a prepaid return envelope. Mail takes two to three weeks. At the counter, one to three documents are done the same day.
Only original signatures are certified. A vital record must be a certified copy signed by the city clerk or registrar. A translation needs a Massachusetts notary’s signature on the translator’s statement, and for that we engage a notary who holds a Massachusetts commission.
