Milwaukee birth, death and marriage records
Two local offices issue certified records, and they do not cover the same documents.
If the record is going abroad, tell the issuing office. The state apostille office requires a certified copy from the official custodian and does not accept a notarized copy of a vital record.
- Milwaukee County Register of Deeds. 901 N. 9th Street, Room G6, Milwaukee, WI 53233, open Monday to Friday, 8 a.m. to 4 p.m., phone (414) 278-4027. It issues birth certificates from October 1, 1907, death certificates from September 1, 2013, marriage records, and divorce certificates from January 1, 2016. The fee is $20 for the first copy and $3 for each additional copy, plus a $3 service fee for in-person orders.
- City of Milwaukee Health Department, Vital Statistics Office. Issues Wisconsin birth and death certificates, in person or by mail, phone 414-286-3503. It does not issue marriage or divorce records, which stay with the Register of Deeds. The office warns against third-party websites that charge extra fees.
Courts serving Milwaukee
The Milwaukee County Circuit Court clerk is at 901 N 9th St, Milwaukee, WI 53233, phone (414) 278-5362. Federal cases are heard by the U.S. District Court for the Eastern District of Wisconsin in the United States Federal Building and Courthouse, 517 E. Wisconsin Ave, Milwaukee, WI 53202, where the clerk’s office is in Room 362.
For state courts, the Wisconsin Court System’s Language Access Plan says a non-English document submitted to the court, for instance a foreign birth certificate or will, needs an English translation accompanied by an affidavit of the translator’s qualifications. The party offering the document generally bears the cost. Check with the clerk or your attorney on the exact form the judge expects.
USCIS filings and consular paperwork
For immigration filings, 8 CFR 103.2(b)(3) requires a full English translation of any document containing foreign language, certified by the translator as complete and accurate, with a certification that the translator is competent to translate from that language into English. The regulation does not ask for notarization. We supply the certification with every translation but cannot guarantee how USCIS will treat a filing.
The Consulate of Mexico in Milwaukee is at 1443 N. Prospect Avenue, Milwaukee, WI 53202. Its district covers most Wisconsin counties and part of Michigan’s Upper Peninsula. Consulates set their own rules for translations into Spanish or another language, so ask the consulate what it accepts.
Wisconsin law restricts non-attorney notaries: under Wis. Stat. 140.02(1)(i), one who advertises as a ‘notario’ or ‘notario publico’ must state that they are not an attorney and may not give legal advice, and may not be paid to prepare documents for immigration proceedings unless federally accredited.
Milwaukee schools and translated transcripts
- UW-Milwaukee. Its international bachelor’s application page says that if a transcript is not issued in English, you must include an English translation. The page does not say who must prepare it.
- Marquette University. The Graduate School of Management’s FAQ asks applicants with non-English transcripts for a certified English translation in addition to the official transcript. Admitted international students provide an attested or notarized copy of the original transcript and degree plus a notarized translation. It adds that WES and ECE evaluations are not treated as official transcripts.
The apostille route from Milwaukee
Wisconsin apostilles are not issued in Milwaukee. The Department of Financial Institutions in Madison handles them, and most Milwaukee requests go by mail or through DFI’s online request and payment system.

Notarizing a translation for use abroad
DFI authenticates signatures, not content. For a translation, that means the apostille attaches to the notarization of the translator’s statement, which must carry a complete notarial statement and be signed by a Wisconsin notary public. When a translation needs to be notarized for Wisconsin, for example for a Wisconsin apostille, we hire a notary commissioned in Wisconsin to notarize the translator’s statement.
DFI recommends a notarial statement in English or in bilingual form. It does not process federal documents such as FBI background checks, or vital records issued by another state or country.
