From Minneapolis to a Minnesota apostille

Apostilles are not issued in Minneapolis. The only office is the Minnesota Secretary of State in Saint Paul, at First National Bank Building, 332 Minnesota Street, Suite N201, Saint Paul, MN 55101. You can mail documents there with the Authentication Request Form and $5.00 per apostille by check or money order, or book an appointment. The office takes no walk-ins, releases appointments 14 days ahead and limits each one to 10 documents.

The Secretary of State describes the certified copies it works with this way: marriage certificates certified by a Minnesota county, and birth and death certificates certified by the Minnesota Department of Health. It does not publish a processing time and handles requests in the order received.

A translation going abroad is treated as its own document. Its notarization must be in English, and it needs a separate apostille from the record it translates. University of Minnesota and other credential rules

The University of Minnesota Twin Cities tells international transfer applicants that all documents not issued in English must be in the original language and include a certified true, word-for-word English translation. Its Graduate School requires original-language and English versions of credentials issued outside the United States. If the institution does not supply the English version, a professional certified translation service may send it, and grades must be translated as they appear on the original. Grades converted to a U.S. scale are not accepted.

That last point matters when you order: a translation reproduces the transcript, and it does not convert or evaluate it.

Courts, immigration filings and driver's licenses

Hennepin County District Court, the Fourth Judicial District, hears civil, criminal, family, housing and probate cases at the Hennepin County Government Center, 300 South 6th Street, Minneapolis, MN 55487.
