Where New Haven records come from

Connecticut has no county government, so there is no county recorder or county clerk to visit. In New Haven the city’s own offices hold the records you are likely to need before or after a translation.

  • Office of Vital Statistics. Part of the New Haven Health Department, at 165 Church Street, Suite 154, on the first floor of City Hall, New Haven, CT 06510. It issues birth certificates, death certificates, marriage licenses and marriage certificates. Published hours are Monday to Friday, 9:00 a.m. to 5:00 p.m., with a 2:00 p.m. close on the first Wednesday of the month.
  • Birth certificate fees. The office lists $20 for a full size certified copy, $15 for a wallet size copy and $65 for the original birth certificate of an adopted person. In-person payment is by cash, card or money order, not personal check. Orders can also be placed by mail or through VitalChek.
  • City Clerk. The New Haven City Clerk records land documents and files trade name certificates. Its published recording hours are 9:00 a.m. to 4:00 p.m., and the trade name filing fee is $20.

Translated transcripts at Yale and other New Haven schools

Admissions offices set their own rules, and they differ even inside one university. Check the program you are applying to before ordering.

  • Yale College. Undergraduate admissions says all application materials must be in English, that documents in another language must be accompanied by a certified translation, and that it cannot accept documents you translated yourself.
  • Yale Graduate School of Arts and Sciences. Academic records must be in English or accompanied by an English translation, and you upload both the original and the translation.
  • Yale Law School. For the LL.M., transcripts not in English must be accompanied by a certified English translation and are sent through LSAC.
  • Southern Connecticut State University. International applicants submit official transcripts with an evaluation from a NACES member organization: document by document for undergraduates, course by course with grades for graduate applicants.
  • University of New Haven. International transfer transcripts not in English must come with a certified evaluation from one of four named agencies, and transfer credit needs a course-by-course evaluation.
  • CT State Gateway. CT State Community College, which includes the Gateway campus in New Haven, says foreign documents must be translated into English and validated and notarized as an official and accurate translation. Transfer credit needs a course-by-course evaluation from a NACES or AICE member.

Getting a Connecticut apostille from New Haven

Apostilles for Connecticut documents come from the Secretary of the State in Hartford, not from any New Haven office. The Secretary’s page says every order must be placed through its online portal at sots.service.ct.gov/apostille.

  • What qualifies. Documents signed by Connecticut officials such as notaries, town clerks and court clerks, notarized or certified within the last 10 years.
  • Vital records. A New Haven birth, death or marriage certificate must be a certified copy from the registrar or from the Department of Public Health Vital Records Unit. Vital records are not eligible for an e-Apostille and need a paper apostille.
  • Sending paper documents. Mail them with the printed receipt and prepaid return shipping. Courier and hand delivery go to 165 Capitol Avenue, Suite 1000, Hartford, CT 06106. USPS mail goes to P.O. Box 150470, Hartford, CT 06115-0470.
  • Time and cost. The office lists 5 to 7 business days for regular orders and 24 hours for expedited orders and e-Apostilles. State law sets $40 for certifying a notary or other official and $15 for adoption documents, with a $50 expedite surcharge. Confirm the amount in the portal.
