University of Oklahoma rules on translated transcripts

The University of Oklahoma’s main campus is in Norman, and its admissions pages are specific about foreign-language academic records. For both undergraduate and graduate international applicants, OU states that if a transcript is issued in a language other than English, it requires the official, original language document as well as an official, or certified, English translation.

The graduate transcripts page adds that Graduate Admissions evaluates international credentials itself. It also sets a country-specific condition for applicants from Iran: the English translation and the accompanying Persian document must bear the stamp of the Department of Official Translators’ Affairs. A translation from any outside provider would not carry that stamp, so read the page for your country before ordering.

OU’s international admissions office lists intladmissions@ou.edu and 1-405-325-2151 for questions about what it will accept.

How to order a translation from Norman

We handle 100 languages. Spanish, Russian, Hindi, Urdu, Chinese, Vietnamese, Arabic and Czech are the most requested, and you should ask about anything else. Phone (971) 514-3743 during office hours, 9:00 a.m. to 5:00 p.m. There is no local office in Norman, and acceptance always rests with the receiving institution.

  • Step 1. Upload the document through the quote form. PDF, JPEG, PNG and Word files all work.
  • Step 2. Tell us the recipient, for example OU admissions, USCIS or a court, and whether you need the translator’s statement notarized.
  • Step 3. Get your certified translation back electronically or by mail. Most are done in 1 to 2 business days at prices from $65 per page.

Cleveland County offices in Norman

Norman is in Cleveland County. The District Court Clerk is the elected officer who records and preserves the records of the county’s district courts, which is where certified copies of court filings such as divorce decrees come from. The office notes that civil, domestic and criminal cases were computerized in 1989, with probate added in 1997; older cases are in written docket books.

The Cleveland County Clerk, a separate office, keeps real estate records, liens, judgments and military discharge records, and can be reached at (405) 366-0240. Birth and death certificates do not come from the county. They are issued by Vital Records at the Oklahoma State Department of Health, at $20 for the first copy and $15 for each additional one, ordered online, by phone at (405) 426-8880 or by mail.

Norman Municipal Court and interpreters

Norman Municipal Court is at 321 N. Webster Avenue, Norman, OK 73069, open Monday to Friday from 8:00 a.m. to 5:00 p.m. The court says that on request it will appoint a certified interpreter for people who do not speak English, that request forms are available at the Court Clerk’s office, and that language interpretation fees are assessed to the defendant. Interpreting in a hearing is a different service from a written translation of a document.

The apostille route from Norman

Oklahoma apostilles are issued only by the Secretary of State in Oklahoma City, so from Norman you either mail your documents or deliver them yourself. The address for both is Secretary of State, Certification Department, 421 NW 13th St, Suite 210, Oklahoma City, OK 73103. Walk-in hours are 8:00 a.m. to 5:00 p.m. on weekdays, with a 4:30 p.m. cutoff for same-day processing. Mailed requests need a cover letter giving the destination country, a return address and a phone number.

Each apostille costs $25. The office takes cash, cashier’s checks, money orders and major cards with a 4% surcharge, but not personal checks.

When a translation needs to be notarized for Oklahoma, for example for an Oklahoma apostille, we hire a notary commissioned in Oklahoma to notarize the translator’s statement. We can assist with the apostille as well.

Immigration documents and local figures

Students and families filing with USCIS fall under 8 CFR 103.2(b)(3): every foreign-language document must be accompanied by a full English translation that the translator certifies as complete and accurate, together with the translator’s certification of competence. The rule itself says nothing about notarization; a notarized translator’s statement is something certain other recipients ask for.

Census Reporter’s ACS 2024 one-year profile lists Norman’s population as 131,008, with 5.5 percent born outside the United States.
