The Alameda County Clerk-Recorder is in downtown Oakland
Oakland is the county seat, so the office that issues Alameda County birth, death and marriage certificates is local: the Clerk-Recorder at 1106 Madison Street, Oakland, CA 94607, a few blocks from Lake Merritt BART. It is open Monday to Friday, 8:30 a.m. to 5:00 p.m., except county holidays. A second office in Dublin offers selected services and does not accept mail.
- Fee. A certified birth certificate copy costs $36.00. Online orders add a $2.00 convenience fee per order.
- In person. Certificates from 1940 onward are typically completed the same day; older ones can take up to 3 business days.
- By mail. Allow 2 to 3 weeks for processing plus delivery. The application must be notarized.
- Copy type. An unrestricted copy can establish identity. An informational copy carries the same data but is marked as not valid for identity.
- Berkeley births. The county directs recent Berkeley births to the Berkeley Health Department.
Oakland's Equal Access ordinance and its languages
Oakland passed its Equal Access to Services Ordinance on May 8, 2001, and the city describes itself as the first in the nation to do so. The ordinance is codified in Municipal Code Chapter 2.30. It requires departments to staff public contact positions with bilingual employees and to translate vital documents for language groups with at least 10,000 limited English speaking residents.
A 2021 city memo identifies Spanish and Chinese as the two groups over that threshold, with 45,675 and 19,722 limited English proficient residents. Under the city’s Language Access Plan, a group with at least 1,000 such residents is recognized as well; the memo lists Vietnamese, Arabic, Tagalog, Khmer and Korean at that level.
These rules bind city departments. They do not cover the translation of your own certificates, diplomas or court papers for another agency, which remains your responsibility.
State and federal courts in Oakland
The Superior Court of Alameda County has three Oakland sites: the Rene C. Davidson Courthouse at 1225 Fallon Street, which lists civil, criminal, mental health and appeals matters; the Wiley W. Manuel Courthouse at 661 Washington Street; and the Administration Building at 1221 Oak Street.
Rule 3.1110(g) of the California Rules of Court requires an English translation, certified under oath by a qualified interpreter, with any exhibit written in a foreign language. A translation company’s certificate is not the same thing, so raise the question with the clerk or your counsel before filing.

USCIS, Peralta colleges and Mills College at Northeastern
For immigration filings, 8 CFR 103.2(b)(3) requires a full English translation of any foreign-language document, certified by the translator as complete and accurate, together with the translator’s certification of competence. Acceptance is always up to the agency.
Laney College and Merritt College belong to the Peralta Community College District. Peralta requires international transcripts to be evaluated course by course by an agency listed with NACES, and says students may need to supply course descriptions, outlines and syllabi translated into English for that evaluation.
Northeastern University, which operates Mills College at Northeastern in Oakland, requires official English translations of documents in other languages and says they may be issued by a school official or by a translation agency accredited in the country of the issuing institution. Read that condition closely before ordering from any provider, including us.
How Oakland documents get a California apostille
The California Secretary of State is the only office that issues apostilles for California documents, and it has no Bay Area counter.
