What a certified translation is, and what USCIS asks for

The federal rule at 8 CFR 103.2(b)(3) says any document containing foreign language submitted to USCIS must come with a full English translation that the translator has certified as complete and accurate, together with the translator’s certification of competence to translate from that language into English.

Getting a New Jersey apostille from Paterson

New Jersey apostilles are issued by the Department of the Treasury, Division of Revenue and Enterprise Services, in Trenton. New Jersey does not route them through a Secretary of State.

You place the request through the Division’s online Apostille/Certification Service, pay by credit card or e-check, and then mail or drop off the confirmation page with your documents. The mailing address on the Treasury page is PO Box 628, Trenton, NJ 08625-0628. The fee schedule lists $25 per certificate, or $5 when the apostille is for the adoption of a child. Over-the-counter expedited service at 33 West State Street, 5th Floor, Trenton costs an additional $500 for two-hour or $1,000 for one-hour handling.

For a notarized document, Treasury requires the original inked signature of the New Jersey notary and of the person who presented the document. For documents not in English it recommends attaching a notarized English translation, and it notes that a notarized translation attached to a vital record results in two apostilles and two fees.

For vital records, both Treasury and the Department of Health say to obtain the certified copy from the state Office of Vital Statistics and Registry and to indicate on the application that it is for an apostille. Ask Treasury before sending a copy issued by the Paterson registrar.
