The state apostille office is in Providence
The Rhode Island Department of State issues apostilles from 148 West River Street, Providence, RI 02904, so this is the one Rhode Island city where you can hand in a request yourself without a trip. Requests go to the Business Services Division/Apostille, in person or by mail, with the apostille order form, the original document and $5 per document by check or money order. The office states that documents are processed within 3 to 5 business days of receipt, and it offers an online status lookup.
For a translation, the Department of State requires the translator’s signed statement of accuracy to be notarized by a Rhode Island notary who is not the translator, with an English notarial certificate and original signatures. If your translation must be notarized for Rhode Island use, such as a Rhode Island apostille, we engage a notary who holds a Rhode Island commission to notarize the translator’s statement.
Providence vital records: Room 104 at City Hall
Rhode Island has no county government, so there is no Providence County clerk. Birth, marriage and death certificates are issued by the City of Providence Department of Vital Records.
The city posts Spanish versions of its certificate request forms. One caution if the record is going abroad: the Department of State will not apostille a certificate issued by a city or town. For that purpose order the copy from the Department of Health’s Center for Vital Records at 6 Harrington Road in Cranston.

Courts in Providence
The Judiciary’s Office of Court Interpreters has Spanish interpreters at both Providence complexes every day and arranges other languages case by case, free of charge; the number is (401) 222-8710. Interpreters handle speech in the courtroom. Written exhibits and records in another language are a translation job, which is where we come in.
- Licht Judicial Complex. 250 Benefit Street, home of the Supreme and Superior Courts.

Transcripts for Providence colleges
Evaluators set their own translation rules, so read the evaluator’s instructions before ordering.
- Rhode Island College. At 600 Mount Pleasant Avenue. Transcripts from outside the United States must be evaluated, and the evaluation must include a U.S. equivalency, a course-by-course evaluation with grades and an English translation. The college accepts any NACES member evaluator.
- Johnson & Wales University. Its international admissions FAQ says all non-English documents must be accompanied by certified word-for-word English translations, along with a course-by-course evaluation.
Language in Providence, by the numbers
Census Bureau QuickFacts puts the share of Providence residents age 5 and older who speak a language other than English at home at 50.4 percent for 2020 to 2024, more than twice the statewide 23.1 percent. It also reports that 33.5 percent of residents were born outside the United States.
Our most requested languages are Spanish, Russian, Hindi, Urdu, Chinese, Vietnamese, Arabic and Czech, out of 100 offered. For anything else, ask before you order.
Immigration filings
USCIS applies 8 CFR 103.2(b)(3) to every filing: a document containing foreign language needs a full English translation that the translator certifies as complete and accurate, plus the translator’s certification of competence. Rhode Island notaries who are not attorneys are barred by the state manual from calling themselves ‘notario’ or ‘notario publico’ and from acting as immigration consultants, so a notary stamp is not a substitute for that certification.
